About this opportunity

The City of Scranton Office of Economic and Community Development is seeking proposals for the Three Parks Improvement Project, a comprehensive renovation initiative targeting Orchard Street/Connors Park, North Scranton Mini-Park, and Novembrino Splash Pad. The project involves site clearing, earthwork, concrete work, infrastructure improvements, playground equipment installation, and landscape enhancements. Bidders must have a minimum of five years of experience under their current business name and submit comprehensive proposals through the city's e-Procurement Portal by April 6, 2023, at 10:00 am. Proposal evaluation will be based on multiple criteria: 10% for completeness of response, 25% for responsiveness to requirements, 25% for professional qualifications and experience, 25% for proposed work plan, and 15% for project fee. A non-mandatory pre-proposal meeting was held on March 23, 2023, and potential bidders were required to submit technical questions and clarification requests by March 31, 2023, via the e-Procurement Portal. The project will be funded through American Rescue Plan Act (ARPA) resources and requires extensive documentation, including certificates of insurance, affirmative action documents, non-segregated facilities, non-collusion affidavits, and contractor disclosures.

The solicitation does not explicitly specify set-aside designations for disadvantaged enterprises, though standard municipal procurement practices often include provisions for minority and women-owned business participation. Bidders must provide comprehensive insurance coverage, including workers' compensation, professional liability, and comprehensive general liability, with the City of Scranton named as an additional insured on all policies. While no incumbent vendors are specifically mentioned, the project involves multiple park sites with distinct improvement requirements, suggesting potential opportunities for specialized contractors. The technical specifications indicate prevailing wage rates for various construction trades, with hourly compensation ranging from approximately $37 to $85 depending on job classification. Although a specific project budget is not disclosed in the provided documents, the comprehensive nature of the improvements across three parks and the involvement of specialized playground equipment suppliers like Kompan and Recreation Resources suggests a significant investment in municipal infrastructure renewal.
