7. SCOPE OF WORK

7.1. Three Parks Improvement Project

Scranton is 25.52 square miles. It has a population near 77,000 people and a density of 3,024 people per square mile. Scranton also has 31 recreation areas classified as parks, and over 15 defined neighborhoods that city residents associate with. Several of these communities have undergone changes over the last 20 years, including shifts in population, age structure, community mindset and diversity.

The city completed a comprehensive needs assessment for all city-owned parks. This included site inventory & analysis and development of site recommendations. Three Parks have been selected for this project, Novembrino Park, Connors Park and the North Scranton Mini- Park.

Novembrino Park- 200 10th Ave Scranton

Novembrino Splash Park has finished construction. The park was converted from two deteriorating pools into a new splash pad. The existing buildings were renovated and reused to create new bathrooms, community rooms and a pump house for the splash pad. The park has also been updated with new infrastructure and streetscaping with ADA parking and access to the park.

This project will add a new playground with multiple structure and play surface.

Connors Park- 500 Orchard St Scranton

Connors Park is located in the Lower Hill of South Scranton in walking distance to Downtown

Scranton. The park contains a small playground and swing set, a central shelter, and trees dappled throughout the park. The park is used heavily by the local community for seasonal events, such as ice cream socials, craft and farmers markets, and holiday lights. The surrounding community is ethnically rich, which, in turn, has turn Connors Park into a hub of culture throughout the year.

The project will add a bank of swing sets, a new play structure and play surface.

North Scranton Mini Park- 1800 Wayne Ave Scranton

The North Scranton Mini Park is a small secluded park behind Scranton Fire Station No. 8. The park has one main point of access off Wayne Avenue, but there is access to the park from the firehouse as well. The site is primarily green space, with disjointed asphalt sidewalks. There are not any formal play structures. The park is typically used by toddlers and dog walkers.

The project will add fire department themed play structures and adult exercise equipment.

The city requests proposals for work including, but not limited to, site preparation, lawn restoration, concrete curbing, and walkways as described in attached documents.
