About this file

This document is a comprehensive compilation of technical specifications, prevailing wage rates, and project details for the City of Scranton's Three-Parks Improvements Project, which involves renovations at Orchard Street/Connors Park, North Scranton Mini-Park, and Novembrino Splash Pad. The project scope includes site clearing, earthwork, soil erosion control, concrete work, bituminous pavement installation, lawn and grass establishment, and associated infrastructure improvements. The contract was awarded on September 20, 2022, with a project classification as Highway, and involves multiple technical sections covering everything from subgrade preparation to final landscaping.

The document provides detailed prevailing wage rates for various construction trades, including laborers, operators, carpenters, electricians, and other specialized workers, with rates effective from 2021-2022. Wage rates vary by trade and classification, with total hourly compensation (including base wage and fringe benefits) ranging from approximately $37 to $85 per hour depending on the specific job category. The project specifications emphasize compliance with Pennsylvania Department of Transportation (PennDOT) Publication 408 standards, require specific material certifications, and mandate strict quality control measures including subgrade preparation, compaction requirements, and erosion control techniques. The technical specifications also outline precise installation methods, material requirements, and performance standards for each phase of the park improvement project.

PART 3 EXECUTION

3.01 VAPOR RETARDER:

A. Install, protect, and repair vapor-retarder sheets according to ASTM E 1643.

3.02 STEEL REINFORCEMENT:

A. Comply with CRSI’s “Manual of Standard Practice” for vapor retarder before placing concrete.

1. Do not cut or puncture vapor retarder. Repair damage and reseal vapor retarder before placing concrete.

B. Joints: Locate and install construction, isolation, and contraction joints.

C. Concrete Placement: Comply with recommendations in ACI 304R for measuring, mixing, transporting, and placing concrete.

1. Consolidate concrete with mechanical vibrating equipment.

2. Screed and initial-float concrete surfaces using bull floats or darbies before excess moisture or bleedwater appears on the surface.

D. Finish formed surfaces as follows:

1. Rough-Formed Finish: Apply to concrete surfaces not exposed to public view.

2. Smooth-Formed Finish: Apply to concrete surfaces exposed to public view or to be covered with a coating or covering material applied directly to concrete, such as waterproofing, dampproofing, veneer plaster, or painting.

a. Apply smooth-rubbed finish to smooth-formed finished concrete.

E. Finished unformed surfaces as follows:

1. Scratch Finish: Apply scratch finisht to surfaces to receive concrete floor topping or mortar setting beds for ceramic or quarry tile, portland cement terrazzo, and other bonded cementitious floor finish, unless otherwise indicated.

2. Float Finish: Apply float finish to surfaces indicated, to surfaces to receive trowel finish, and to floor and slab surfaces to be covered with fluid-applied or sheet waterproofing, built-up or membrane roofing, or sand-bed terrazzo.

3. Trowel Finish: Apply a hard trowel finish to surfaces indicated and to floor and slab surfaces exposed to view or to be covered with resilient flooring, carpet, ceramic or quarry tile set over a cleavage membrane, paint, or another think film-finish coating system.

4. Trowel and Fine-Broom Finish: Apply a partial trowel finish, stopping after second troweling, to surfaces indicated and to surfaces where ceramic or quarry tile is to be installed by either thickset or thin-set methods. Immediately after troweling, and when concrete is still plastic, slightly scarify surface with a fine broom.

5. Non-slip Broom Finish: Apply a nonslip broom finish to surfaces indidcated and to exterior concrete platforms, steps, and ramps. Immediately after float finishing, slightly roughen trafficked surface by brooming with fiber-bristle broom perpendicular to main traffic route.

G. Concrete Protection and Curing: Protect concrete from cold or hot weather during mixing, placing, and curing.

1. Begin curing after finishing concrete, but not before free water has disappeared from concrete surface.

2. Cure formed and unformed concrete for at least seven days by moisture curing, moisture-retaining-cover curing, or curing compound.

H. Remove and replace concrete that does not comply with requirements in this Section.
