About this opportunity
The City of New Haven is soliciting Statements of Qualifications from design firms and individuals to provide bridge-rehabilitation design and related construction-phase services for the Church Street Bridge Rehabilitation project, with proposals due September 15, 2026, and a mandatory pre-proposal meeting on August 31, 2026.
Selection will be based on professional competence and experience; cost is not an evaluation factor at this stage. The evaluation criteria weight experience with similar municipal projects at 35%, qualifications and expertise of assigned personnel at 30%, technical approach and methodology at 20%, and reference checks from past municipal clients at 15%.
The scope encompasses conceptual plan evaluation, design documents at 30%, 60%, and 100% completion levels, permit applications, load-rating analysis, bid assistance, and construction-phase inspection services. Construction work includes deck waterproofing and pavement replacement, sidewalk widening, expansion joint replacement, substructure repairs, stormwater modifications, structural demolition of the northern span, new approach slabs, retaining walls, pedestrian pathways, and an integrated steel arc architectural feature with independent foundations. The design phase runs November 2026 through October 2027, procurement from November 2027 through February 2028, and construction from March 2028 through June 2028. The initial contract term is one year, renewable at the City's sole discretion.
Respondents must provide company history, project team resumes, at least three similar projects completed within the past five years, Federal UEI identification, IRS Form W-9, and proof of professional liability insurance with minimum coverage of $10 million. Contractors must comply with equal employment opportunity requirements, non-collusion affidavits, ban-the-box hiring practices, and the City of New Haven's living wage ordinance for contracts exceeding $25,000. No pricing shall be included in the statement of qualifications submission. Questions are due September 7, 2026, at 5:00 p.m. The contract is funded entirely by American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Funds, with all expenditures required by December 31, 2026, and indirect costs capped at 10% of the awarded amount.
