About this file
This is a Routine Bridge Inspection Report (SNBI) prepared by Consor North America, Inc. for the City of New Haven, Connecticut, documenting the condition of Bridge 00951 (Church Street South #1 over Route 34), which carries Church Street traffic over a Service Drive. The inspection was conducted on June 9, 2025, by Inspector David Locke and professionally certified by Yaroslav Skoplyak, PE (CT License No. 30782). The bridge, originally constructed in 1960 with work performed in 1996, is a prestressed concrete structure with a total length of 163.2 feet, consisting of two spans with a deck area of 13,464 square feet. The structure carries an annual average daily traffic of 7,800 vehicles with 624 trucks annually and is designated as part of the National Highway System. The inspection was last conducted on June 21, 2017, with the next inspection due June 21, 2027, on a 120-day frequency cycle.
The inspection revealed an overall bridge condition rating of 6 (Satisfactory—widespread minor or isolated moderate defects) across deck, superstructure, and substructure components. Significant deficiencies documented include deteriorated asphaltic plug joints with potholes and exposed steel plates, cracked concrete parapets with spalls and exposed rebar, deteriorating sidewalks with map cracking and spalling up to 16 inches deep, clogged drainage systems, impacted guide rails with leaning posts, efflorescence and cracking in prestressed concrete deck units, and compromised elastomeric bearings. Active leakage, vegetation growth, and debris accumulation were noted. Three work maintenance items are associated with the report: one new routine repair item (00951-2025-0010) addressing sidewalk spalling near Abutment 2, and two existing items (00951-2023-0007 and 00951-2023-0008) regarding fence damage and deck joint deterioration. The Connecticut Department of Transportation (CTDOT) was notified of critical deficiencies including drainage failures, potholes with exposed steel, guide rail damage, and homeless encampments impeding inspection access.
