The City of St. Petersburg is soliciting bids on IFB-26-344 for the supply and delivery of calcium oxide (lime) to the COSME Water Treatment Plant in Odessa, Florida, with bids due October 29, 2026 at 3:00 p.m. The solicitation includes a Business Enterprise participation requirement; bidders must submit either a Letter of Intent to Perform (Form A) from certified SBE, MBE, or WBE subcontractors or complete a Good Faith Efforts documentation form (Form B) demonstrating outreach, solicitation, and engagement with Business Enterprises if participation goals are not met.
The scope is the supply and delivery of high-calcium quicklime meeting AWWA B202-25 specifications — minimum 90 percent available calcium oxide content, minimum 42C three-minute temperature rise, maximum 5 percent insoluble matter, and specified size gradation. Deliveries will be bulk quantities averaging approximately 25 tons per order to support the City's seven storage silos with combined 350-ton capacity. Estimated annual consumption is approximately 1,800 dry tons. All pricing must include delivery; vendors must provide 24-hour emergency contact availability, manage delivery equipment and tank filling, maintain spill containment and remediation capability, comply with Department of Transportation hazardous material transportation regulations, and furnish Certificates of Analysis, manufacturer labels, and Safety Data Sheets with each shipment. Vendors must demonstrate a minimum of two years' experience providing calcium oxide and maintain $1 million commercial general liability, $1 million commercial automobile liability, $1 million pollution liability, and workers' compensation insurance as required by Florida law.
The initial contract term is three years from execution, with two optional one-year renewal periods. Unit prices remain firm for the first twelve months; price adjustments thereafter require written justification and mutual written agreement. The City reserves the right to award to one vendor and to add or delete service locations during the contract term upon written notice. Bidders must submit a bid bond equal to 5 percent of the total bid value. Questions are due October 15, 2026. All submissions must be made electronically through the OpenGov Procurement portal.
