About this opportunity
The Office of Environmental Health Hazard Assessment (OEHHA) in California is conducting a Request for Information (RFI) for the Statewide Extreme Heat Ranking System (SEHRS) project, which spans jurisdictions including Sacramento County, Sacramento City, and West Sacramento City. The primary procurement focuses on transforming a static website into a dynamic platform and developing a mobile application called CalHeatScore, designed to notify Californians about heat events and provide protective resources. Key deliverables include a cloud-based data warehouse with real-time analytics, geocoding capabilities, multiple map style filters, and integration with health and emergency facility databases. The project requires comprehensive technical services to design, develop, deploy, and maintain both web and mobile applications with minimal downtime. The RFI has several critical dates: intent to respond is due by November 13, 2024, questions are due by November 20, 2024, and full RFI responses must be submitted electronically to Acquisitions.Sections@oehha.ca.gov by December 11, 2024. Vendors must demonstrate capabilities in website transformation, mobile application development, and integrated data system maintenance, with a focus on business resiliency and compliance with state regulations.
The procurement appears to be set aside for Certified Small Businesses (SB), including Micro Businesses (MB), Small Business Professional/Workforce (SB-PW), or Disabled Veteran Business Enterprises (DVBE). The project will leverage existing data from multiple sources, including the National Weather Service, National Oceanic and Atmospheric Administration, Office of Emergency Services, and Department of Health Care Access Information, with UCLA already contracted to extract data and develop algorithms. The budget range for this innovative project is estimated between $650,000 to $750,000, reflecting the complexity of creating a first-of-its-kind heat ranking system in the nation. The system aims to further California's leadership in climate change mitigation and adaptation by providing a robust, cross-platform, browser-agnostic mobile application that integrates diverse data sources. Potential vendors must demonstrate technical expertise in web and mobile application development, cloud-based data warehousing, and the ability to create a resilient, low-downtime system that can support critical public safety information dissemination.
Opportunity text
The purpose of this Request for Information (RFI) is to solicit information, suggestions, and best practices on the technical resources needed to transform and maintain a static website to a dynamic website as well as design, develop, deploy, and maintain a mobile application and their corresponding integrated data systems for the Statewide Extreme Heat Ranking System (SEHRS) project initiated by the OEHHA in the State of California. The ranking system will be designed to notify Californians that a heat event is occurring and identify resources to protect themselves. This ranking system will be a first-of-its-kind in the nation and is poised to further California's leadership in mitigating and adapting to climate change. Both the SEHRS website application and mobile application are jointly known as CalHeatScore. Both applications must support business resiliency as it is integral to the business operation of the department and requires little or no downtime to remain in compliance with state and local regulations and guidelines. Refer to RFI attachments for more details. Pay attention to Key Action Dates. Ensure to submit responses electronically to Acquisitions.Sections@oehha.ca.gov.
