About this opportunity

The California Department of General Services, on behalf of the California Department of Education, is issuing an Invitation for Bid (IFB #7760-0000038082) for the procurement of two new, latest-model centrifugal water-cooled chillers, specifically Daikin-manufactured units model WMC060DDSEA/E3012-KB2CR2V/C2612-GB2CL2V, to be delivered to Fremont School for the Deaf in Fremont, California. The chillers must be factory-assembled, factory-tested, equipped with semi-hermetic, oil-free centrifugal compressors, variable frequency controllers, and comprehensive control systems utilizing R-513a refrigerant, with each unit rated at 300 tons capacity. Bidders must submit complete descriptive literature with brand names, catalog or model numbers, and applicable pages; failure to provide this documentation may result in rejection as non-responsive. All equipment must be new and in current production, with used, shopworn, demonstrator, prototype, or discontinued models explicitly prohibited. Deliverables include operator and instruction manuals, service manuals, electronics equipment manuals, product data, shop drawings, manufacturer's certificates, test reports, operation and maintenance materials in both hard copy and PDF formats, along with factory-authorized startup service, performance testing, operator training with video documentation, and shop drawings. The delivery window is between April 1, 2026, and July 1, 2026, with delivery to be completed within ninety calendar days after receipt of purchase order, though extensions may be granted through a Work Authorization Form. Questions from bidders were due on March 31, 2026, at 10:00 AM Pacific Time, and bids must be submitted electronically to OTA@dgs.ca.gov by April 10, 2026, at 2:00 PM Pacific Time, with a public bid reading to follow via Microsoft Teams. All pricing must be quoted F.O.B. Destination, Freight Prepaid, all-inclusive with no additional charges to the State except those expressly itemized in the contract, with sales tax calculated at the rate applicable to the delivery location; for international shipments, terms shall be Delivered Duty Paid (DDP) with all import costs, duties, taxes, and customs fees borne by the contractor. The contractor must provide a minimum one-year warranty from the Original Equipment Manufacturer commencing after product start-up, during which the contractor bears all material, labor, and transportation costs for repairs.

This procurement includes socioeconomic preference programs with a combined preference and incentive cap of 15 percent of the lowest net bid or $100,000, whichever is less, encompassing a 1 to 5 percent Disabled Veteran Business Enterprise (DVBE) incentive, a 5 percent small business preference, a 5 percent small business nonprofit veteran services agencies preference, and a 5 percent non-small business subcontractor preference, with all bidders and subcontractors claiming socioeconomic program participation required to demonstrate a Commercially Useful Function (CUF). Bidders must comply with California Civil Rights Laws Certification, Darfur Contracting Act requirements, and Generative Artificial Intelligence disclosure requirements, and must provide proof of seller's permits, Secretary of State certification, and authorized reseller documentation if applicable. Award will be made on an all-or-none basis to the responsive and responsible bidder with the lowest cost, including all applicable preferences and incentive calculations, with no specific budget range or award value disclosed in the solicitation materials. The chillers must conform to 2022 California Title 24 Section 110.2(a) efficiency requirements and include features such as modulating capacity control ranging from 100 to 15 percent of design capacity, precision vibration balancing, integrated electronic controls with microprocessor-based monitoring of up to 23 operational parameters, complete data logging with fault history for at least 10 events, and BACnet communication capability for integration with existing campus building management systems. The existing infrastructure at the Fremont School for the Deaf requires the chillers to be mounted on existing concrete pads, and the specification mandates demand-controlled ventilation integration with campus building management systems along with stamped engineering design certification for any open-type motors. The contractor is not responsible for installation but must retain a ten percent payment withhold upon delivery and acceptance of the chillers, with the remaining balance due upon invoice submission following delivery, and the full ten percent withhold released upon completion of the contractor's tasks, ensuring performance accountability throughout the contract lifecycle.
