About this opportunity

Broward County Aviation Department is soliciting an open-end, indefinite-quantity contract for central energy plants and related HVAC equipment preventative maintenance, inspections, repairs, refurbishment, and rental services, with proposals due October 7, 2026. A procurement preference for certified Small Business Enterprises (SBEs) and County Business Enterprises (CBEs) applies — within an ITB context, a certified SBE or CBE within 10% of the lowest responsive bid may match that bid and receive award consideration; local-business preferences under Broward County Code Section 1-74 also apply.

Vendors must hold a Florida State Certified Air Conditioning Contractor Class "A" license, Certified Mechanical Contractor license, or equivalent Broward County licensing. The scope encompasses preventative and corrective maintenance for water-cooled chillers (Carrier and York units), cooling towers (Evapco and BAC brands), pumps, heat exchangers, and refrigerant monitoring systems across five terminal locations at Fort Lauderdale-Hollywood International Airport and a rental car center. The contract requires 24/7 emergency response capability, two-hour response time, Standard and Annual Preventative Maintenance between specified seasonal windows, ductwork installation, and temporary chiller rental deployment. Contractors must employ a minimum of six certified technicians holding factory certifications for Carrier, York, and Dunham-Bush chillers; EPA Section 608 Universal Certification; and A2L refrigerant safety training. All personnel require FLL Airport security badging, SIDA training, and ramp-driving certifications.

The initial contract term runs one year from the first of the month following 60 calendar days after award or expiration of the current contract on March 11, 2027, whichever is later, with four optional one-year renewals. No price increases are permitted during the initial term. Pass-through allowances total $1.11 million annually for parts and materials ($800,000), permits and hazardous waste ($10,000), specialized heavy equipment rental ($100,000), and specialized subcontracting services ($200,000), with no markup permitted on allowances. Award will be made to the lowest responsive, responsible bidder on total bid price basis; the County reserves the right to make multiple awards (Primary, Secondary, and Tertiary contracts to the lowest three responsive vendors). Vendors must perform at least 90% of total contract price without subcontracting. Contractor labor is billed only for on-site time at the BCAD Maintenance Facility, with off-hours work requiring advance approval. All labor and equipment carry 12-month minimum warranties.

Vendors must submit responses electronically through BPRO with Certificate of Insurance (minimum $5 million general liability per occurrence and aggregate; $5 million auto airside, $2 million auto landside; statutory workers' compensation; $2 million pollution/environmental liability; and professional liability where applicable) prior to award. Proof of required licensing and certification must be submitted with the response or within three business days of request. Anti-human trafficking affidavits, vendor questionnaires, litigation-history disclosures, and subcontractor/subconsultant listings for firms exceeding $50,000 are mandatory. The solicitation incorporates federal provisions for FAA Airport Improvement Program compliance, including Davis-Bacon Act and prevailing wage obligations, Disadvantaged Business Enterprise (DBE) Program requirements (no specific goal currently assigned pending statewide reevaluation, but all DBE Program requirements remain applicable), and civil rights compliance. All responses must be firm F.O.B. Destination with pricing held firm for 120 days post-submission. Cone of Silence Ordinance (Broward County Code Section 1-266) prohibits vendor communications with County staff or Commissioner offices during the solicitation period except at pre-bid conferences and with Purchasing Division staff.
