About this opportunity

The Board of Regents of the University System of Georgia is procuring construction services through a sealed-bid, Design-Bid-Build process for window replacement at the College of Coastal Georgia's Academic Commons North and Jones Buildings located in Brunswick (Project CCGA-2524). The procurement requires removal and replacement of existing window assemblies and glazing, with three bid alternates: Alternate #1 involves re-glazing existing aluminum frames with new tempered glass and low-E glazing; Alternate #2 provides for partial replacement of window frames where necessary; and Alternate #3 calls for complete removal and replacement of all existing window assemblies with new aluminum frames and glazing systems. All windows must feature low-E tempered thermally broken glazing with tinting to match adjacent campus buildings, and replacement windows must meet specifications including EFCO Series 2600 AW-PG125-FW fixed units or approved equivalents from Kawneer, Wasau, or Custom Window manufacturers. Sealed bids must be physically delivered to the Plant Operations Warehouse Conference Room at One College Drive, Brunswick, GA 31520 by 2:00 PM Eastern Time on November 11, 2025, with a mandatory pre-bid conference held on October 9, 2025 at 2:00 PM. Contractor prequalification is required with Statements of Qualifications due by October 21, 2025, and a qualified bidders list to be published by October 31, 2025. Bidder responsibility will be evaluated based on debarment status, past performance on public works contracts, cash flow demonstrated by a Current Ratio of 1.0 or higher, Workers' Compensation Experience Modification Rate not exceeding an average of 1.2 over three years, and evidence of successful completion of similar projects. Work must commence upon issuance of a Proceed Order and be completed within 60 consecutive calendar days, with material completion and final completion phases requiring architect site visits and compliance with comprehensive quality assurance programs. Each bid must include a Bid Bond equal to not less than five percent of the total bid amount, with performance and payment bonds each required at 100 percent of the Contract Sum prior to contract execution, and all bids must remain irrevocable for 60 days following opening.

The procurement documents encourage participation by minority business enterprises (MBE) or Georgia minority business enterprises (GMBE) but do not establish formal set-aside designations or restrictions limiting competition to specific business categories. No incumbent vendor or current contractor information is identified in the available procurement documents. The successful bidder UGMS, Inc. has been identified as the apparent low bidder and apparent successful offeror with a fixed contract award amount of $329,784.00, with the Notice of Intent to Award posted on November 19, 2025 and the final Notice of Award posted on December 16, 2025. All protests regarding award decisions must be submitted electronically to doas.protests@doas.ga.gov in accordance with the Georgia Procurement Manual and state procurement law. The Owner reserves the right to waive technicalities, reject all bids, reject non-responsive or over-budget bids, supplement the budget, or negotiate with the lowest responsive and responsible bidder to bring the project cost within budget. All work must comply with current performance specifications and code requirements including the 2018 International Building Code with Georgia Amendments (2020-2024) and related codes, and the contractor must comply with the Georgia Security and Immigration Compliance Act and the Immigration Reform and Control Act of 1986. Bidding documents are available from the Design Professional, New Brock Architects, at 404-444-1156 or brock@newbrock.com, with deposit required per set and partial refund provisions upon return of materials in good condition within 30 days of bid opening.
