About this opportunity

This Request for Pre-Qualification (RPQ 24-083-JS) is issued by the Palm Beach County Board of County Commissioners through the Purchasing Department to establish a pre-qualified vendor list for caulking, sealing, and patching services on a term contract basis. The procurement seeks vendors capable of providing surface preparation and re-caulking services for windows, doors, wall penetrations, expansion joints, sunscreen panels, floor and ceiling penetrations, and stucco replacement across Palm Beach County. Qualified vendors must demonstrate three years of relevant experience through references, maintain current business tax receipts and applicable licenses, carry a minimum of $500,000 in commercial general liability and business auto liability insurance, and comply with all state and federal regulations including criminal history records checks for designated critical facilities and airport locations. The initial contract term is sixty (60) months or until the estimated funding is expended, with individual projects not to exceed $99,999 and pricing submitted on a firm, fixed-price basis for each project on an as-needed basis. All costs including supervision, labor, materials, equipment, and transportation must be included in quoted prices. The solicitation is divided into three geographic lots: Lot #1 (Countywide excluding airports), Lot #2 (Glades Area), and Lot #3 (Airports including Palm Beach International Airport and other regional airports). The original RPQ submission deadline was September 26, 2024, with the understanding that new vendors may submit applications at any time thereafter for evaluation and addition to the pre-qualified list.

The contract is subject to Palm Beach County's Small/Minority/Women-Owned Business Enterprise (S/M/WBE) Equal Business Opportunity requirements with Schedule 1 and Schedule 2 submissions required for subcontractor participation tracking. Vendor responses must include proper execution of the Pre-Qualification Response Page, Drug-Free Workplace Certification, Byrd Anti-Lobbying Certification, Debarment and Suspension Certification, Certification of Business Location with Business Tax Receipt, and Human Trafficking Affidavit to be considered responsive. Projects valued at or above $100,000 are subject to separate formal competitive sealed bidding and fall outside the scope of this pre-qualification contract. The anticipated total contract value is $145,500 over the sixty-month period, though Palm Beach County reserves the right to increase or decrease this amount based on actual requirements. No incumbent vendors or existing contractors are listed in the solicitation materials. This pre-qualification approach enables Palm Beach County to streamline procurement processes by pre-vetting contractors' qualifications, insurance requirements, and safety records before individual project solicitations, reducing procurement timelines while ensuring only qualified, properly insured contractors are engaged for county work.
