The procurement covers ongoing and as-needed maintenance for heavy equipment including excavators, loaders, engines, and related mechanical systems used across various county departments. Key requirements include utilizing genuine OEM CAT parts, employing CAT-certified technicians, following warranty-preserving repair procedures, and leveraging proprietary diagnostic capabilities. The contract is structured for a one-year period, with the county reserving the right to extend the term and adjust service scope based on evolving operational needs. The total contract value is $374,061.00, and the procurement is being executed under Section 3-205(2)(e) of the County's Procurement Policy. The solicitation was posted on December 16, 2025, with a response deadline of December 23, 2025, and contractors who believe they can provide substantially equivalent services must submit challenges through the EUNA Procurement system.

This procurement is a sole source award specifically designated for Ring Power Corporation, the only authorized CAT dealer in Hillsborough County's service territory in Florida. No specific set-aside designations for disadvantaged enterprises were mentioned in the documentation. Ring Power Corporation has been exclusively authorized by Caterpillar to supply genuine OEM parts, access proprietary diagnostic software, maintain factory specifications, and perform warranty-compliant repairs. The contract pricing structure includes various labor rates ranging from $157 to $314 per hour for different service types, with a 10% discount on OEM parts and a $145,000 lump sum allowance for miscellaneous charges. The county has built flexibility into the contract, allowing for potential term extensions, scope adjustments, and award increases in response to changing operational requirements. Existing county infrastructure includes CAT heavy equipment that requires specialized maintenance and parts, which only Ring Power Corporation can fully support within the specified service territory.
