About this opportunity
Broward County is seeking bids to provide three daily hot meals (breakfast, lunch, and dinner) for approximately 40 to 50 clients at the Broward Addiction Recovery Center (BARC) in Fort Lauderdale, with proposals due October 30, 2026. The vendor must execute a HIPAA Business Associate Agreement (BAA) and comply with Protected Health Information safeguards under HIPAA, HITECH, and 42 C.F.R. Meals must follow 2025–2030 National Dietary Guidelines, provide 600–800 calories per meal with specified macronutrient ranges (70–90 grams carbohydrates, 30–50 grams protein, 15–20 grams fat per meal), and include FDA-referenced portion desserts at lunch and dinner. The vendor must submit weekly menus to the Nutrition Manager in advance, maintain separate therapeutic and allergen-specific diets as communicated daily by BARC, and deliver in standard 12" × 20" stainless steel steam table pans. Delivery windows are 6:00–6:30 a.m. (breakfast), 9:30–10:00 a.m. (lunch), and 2:30–3:00 p.m. (dinner), seven days per week, at BARC's Fort Lauderdale facility (325 28th Street). The vendor must meet Florida Department of Agriculture and Health Department standards, maintain proper food-storage and delivery temperatures per Florida Department of Health standards, and provide passing inspection reports within three business days upon request. During hurricane watch/warning periods, the vendor must deliver a 10-day emergency supply within two business days; during other declared emergencies, a 14-day supply within the same timeframe. Generator backup at the vendor's business site is required, and CDC guideline compliance is mandatory during flu seasons or declared health emergencies.
Pricing is quoted F.O.B. Destination with all delivery and freight costs included; no minimum delivery fees or requirements apply. The contract begins upon award and runs three years, with options for up to two additional one-year renewal terms (five years maximum unless extended by Board action). General Liability coverage of $1 million per occurrence / $2 million aggregate, Workers' Compensation at statutory limits, and Excess Liability/Umbrella coverage are mandatory, with Broward County named as additional insured. The vendor must hold a Broward County Local Business Tax Receipt if maintaining a business address within the county and comply with E-Verify and all applicable federal, state, and local laws.
