This is a Scope of Work document for the Broward County Catering for BARC Central contract opportunity, involving Broward County and the Broward Addiction Recovery Center (BARC). The County is seeking a vendor to provide three hot meals daily—breakfast, lunch, and dinner—for approximately 40 to 50 BARC clients at the Fort Lauderdale location (325 28th Street, Fort Lauderdale, FL 33315). Meals must follow National dietary guidelines and be nutritious, with weekly menus submitted to the Nutrition Manager in advance. Lunch and dinner meals must include desserts conforming to FDA-referenced portion standards. All food must be delivered in standard-sized 12" x 20" stainless steel steam table pans, with therapeutic and allergy-specific diets kept separate. Delivery is required seven days per week at specified times: breakfast between 6:00 a.m. and 6:30 a.m., lunch between 9:30 a.m. and 10:00 a.m., and dinner between 2:30 p.m. and 3:00 p.m. (all EST). The vendor must be properly licensed and insured, maintain adequate inventory, meet Florida Department of Agriculture and Health Department standards, and provide proof of passing inspection reports within three business days of request.
Pricing must be quoted as Free on Board (F.O.B.) Destination with all delivery and freight costs included. There are no minimum delivery requirements or fees, and unit prices per bid line items are the prevailing factors for award. The vendor must maintain proper food storage and delivery temperatures per Florida Department of Health standards, ensure vehicles and facilities are subject to unannounced County inspection, and have processes in place for food recall notifications. During hurricane watch or warning periods, the vendor must be able to deliver a 10-day supply of perishable and non-perishable items within two business days; during other declared emergencies, a 14-day supply is required within the same timeframe. The vendor must maintain full generator backup at its business site and comply with CDC guidelines during flu seasons or declared health emergencies. Invoices must be submitted via email to BARC_invoices@broward.org and include specific documentation requirements including PO numbers, vendor tax ID, shipping details, and pricing information.
