About this opportunity
Chatham Area Transit Authority (CAT) is requesting proposals for design and construction of a ferry dock and shelter facility at Plant Riverside in Savannah, Georgia, with proposals due November 6, 2026 at 2:00 p.m. EST. The project is subject to Federal Transit Administration funding and requirements, including Davis-Bacon prevailing wage, Buy America and Build America Act compliance, and a 10% Disadvantaged Business Enterprise participation evaluation criterion.
The scope encompasses design, permitting, and construction of a 20-foot by 120-foot concrete floating dock with internal piles and railings; a 6-foot by 80-foot aluminum ADA-compliant gangway; a 15-foot by 20-foot concrete platform with gate and rail; solar-powered lighting for all structures; 20 concrete piles at 30 feet long for the floating dock; 6 concrete piles at 30 feet long for the platform; and a 14-foot by 24-foot landing shelter for ferry passengers on the existing Riverwalk. The site is not vehicle-accessible and can only be reached by river or on foot; materials cannot be delivered through adjacent hotel, parking deck, or park areas. All temporary utilities, including generator-powered electricity, are the contractor's responsibility.
CAT anticipates an 18-month project timeline with a three-year contract term. Evaluation is weighted as Experience and Performance (40%), Project Approach (40%), Cost (10%), and DBE participation (10%). Proposals must include three years of comprehensive audited financial statements, evidence of current Commercial General/Professional Liability insurance with minimum limits of $1 million, and a 5% bid bond. The contract requires 100% performance and 100% labor and materials payment bonds upon award. Vendor inquiries are due October 23, 2026. The evaluation committee will recommend award to the Board of Directors by November 24, 2026. CAT is exempt from federal excise and transportation taxes and Georgia sales and use taxes, which should not be included in proposal pricing.
