The selection committee may then “short-list” the highest scoring prospective Design/Builder(s) and eliminate the rest. If desired, the committee may request interviews or presentations with prospective Design/Builder(s), samples of work, and/or references.
If necessary, the committee may again short-list the interviewed firms and eliminate the rest. CAT may solicit best and final offers from top-rated proposers. CAT shall negotiate with the highest scoring short listed proposer after receipt of best and final offers, if requested. If CAT cannot come to contract agreement with the firm, CAT reserves the right to negotiate and select the next rated Design/Builder, and so on until a designer is selected.
CAT reserves the right to accept or reject any and all proposals, waive technicalities and informalities, change the scope of work, and amend said Request for Proposals (RFPs) as it desires.

The Thomas and Hutton plans were utilized to obtain a permit from the U.S.
Army Corps of Engineers. Both sets of plans require additional detailed design. The following items are included in the contract:
• New 20 ft. wide x 120 ft. concrete floating dock with internal piles and associated railings.
The edge of piles on the ferry side shall be at least 1 ft. from the edge of the dock. Railings (ADA) shall be on all sides except the ferry landing side.
• New 6 ft. wide x 80 ft. long aluminum ADA compliant gangway and rails.
• New 15’ x 20 ft concrete platform with gate and 42” rail to match Plant Riverside details along the edge of the Riverwalk in that area.
• Solar powered lighting for the platform, gangway and dock.
• New Landing shelter and associated work for ferry passengers on the existing Riverwalk.
All drawings and designs must be stamped by a licensed engineer (or other professional where appropriate) in the State of Georgia
GENERAL NOTES (The term Contractor and Design-Builder are used interchangeably)
1. A permit for the concrete platform, gangway and floating dock has been obtained from the U.S. Amry Corps of Engineers. The permit is included in these bidding documents.
However, Design/Builder is responsible for submitting and obtaining all required permits (except the U.S.A.C.O.E permit). Design/Builder shall pay all permit fees. The Thomas & Hutton plans dated 06/30/22 are included in the permit.
2. The Corps of Engineers permit is a part of this contract, and the Design/Builder shall comply with the requirements of the permit.
CAT 2027-03 October 6, 2026 Page 31
3. All work is to be coordinated with CAT during the course of this project. The Design/Builder is to use care to avoid damage to existing structures and facilities during the course of the work. Repair and associated costs of any damage shall be the responsibility of the Design/Builder.
4. The Design/Builder shall ensure that the jobsite is kept safe from entrance by the public and that no open areas that allow access to the jobsite or the river are left accessible.
5. The platform, gangway and floating deck shall meet ADA requirements.
FLOATING DOCK SYSTEM
Design Criteria
1. The flotation system shall consist of modular sections designed in such a manner that in the event of damage, only damaged sections need be replaced and that the modules can be repaired or replaced on site. Sufficient flotation shall be provided to support under dead load the specified freeboard (30”) to and live load of 60 pounds per square foot of deck area. Dead loads shall consist of floats, framing, waler system, attachment steel, miscellaneous connections and all other permanently attached equipment. Connection details and location for the fixed platform and ramp are to be coordinated with the Design/Builders platform manufacturer. Floats must be designed to support the additional concentrated loads imposed by gangway. Walking surfaces of the floats shall be level and flush with respect to the adjacent floats. Dead load calculations shall include appropriate safety factors. Flotation units shall be located within the structure so as to be capable of supporting a minimum 400-pound point load moving in any area on a float without excessive rolling or tilting of the dock. Floats shall be designed to float level under deadload only. No additional structures to obtain the specified freeboard will be allowed.
Manufacturer is to coordinate with Design/Builder and Owner for the connection locations, hardware and criteria. The dock system shall consist of a concrete floating dock system or composite concrete deck pontoon system. If composite system is used, buoyancy will be by means of polyethylene casings foam filled with expanded polystyrene with a minimum density of 1 per cubic foot. The decks of the floats shall have the following tolerances: maximum transverse slope for the main floats – 1 inch per 10 feet of width; when a 300-pound load is applied to the outer corner of any finger, there shall be no more than 2 inches in freeboard differential. The dock system shall be capable of withstanding continuous waves of 1.5 feet without damage. The floating dock joints and articulations shall be designed to withstand the impact load, wind loads (without vessels at berth) and current specified. The edge of the deck shall be protected by securely attached HDPE or hard plastic in order to prevent damage to the floating dock.
CAT 2027-03 October 6, 2026 Page 32
Materials
1. Concrete: Prior to the manufacturing of the floats the concrete mix design shall be submitted and reviewed by the Owner. Concrete shall have a minimum 28-day compressive strength of 4000 psi per ASTM C84. Course and fine aggregate shall conform to ASTM C35. The maximum water/cement ratio shall be 0.45. The slump of concrete shall be 3 to 6 inches.
2. Concrete reinforcement shall be galvanized welded wire fabric in accordance with ASTM A185.
3. Expanded polystyrene core: The closed cell expanded polystyrene core used inside the concrete units shall meet Federal Specifications C-578-85.
4. Miscellaneous Materials: All thru-rods shall be placed within PVC sleeves cast into the float units.
5. All cast inserts will be galvanized steel , ¾” in diameter minimum.
6. Walers shall be securely fastened to the concrete floats using galvanized thru-rods, plate washers, spur locked washers and nuts.
7. The float deck surface shall be troweled, and AA slip resistant finish applied transversely to the walking surface.
8. Excessive cracking in a single flotation unit shall be cause for rejecting that unit. Any frequently recurring pattern of cracking shall be considered indicative of inadequate design or improper handling.
9. All timber shall be southern yellow pine, no. 1 or better in accordance with SPIB grading rules and treated with CCA preservative treatment to 2.5 pounds per cubic foot.
10. All structural steel shall conform to ASTM A36 and shall be galvanized after fabrication.
