About this opportunity
The City of Gresham, Oregon is soliciting bids for installing two well chlorination systems at Cascade Wells 6A and 6B at 640 223rd Avenue under Solicitation CIPWT00C36, with bids due November 24, 2026 at 2:00 p.m. PST. The project is funded through EPA's Water Infrastructure Finance and Innovation Act (WIFIA) program, so all permanent iron and steel products must be certified as produced in the United States, and waivers require EPA approval. Bidders must be licensed and bonded in Oregon and hold an Oregon Construction Contractors Board license before award.
Bidders must have performed work on at least three water supply well projects completed in alluvial formations, with at least two meeting one of these criteria: contract value above $500,000, well depth greater than 800 feet, or production well casing diameter greater than 20 inches. The team must include a lead driller with at least 10 years of experience constructing municipal water supply wells, who served as lead driller on one or more of the referenced projects and holds an Oregon Water Well License. Resident and non-resident bidders are eligible, with non-residents meeting Oregon Department of Revenue reporting requirements. Bidders must also maintain an employee drug testing program under ORS 279C.505(2).
The Disadvantaged Business Enterprise provisions require six good faith efforts in subcontractor procurement under EPA guidelines, not a participation percentage. The affirmative action provisions set goals of 4.5 percent minority and 6.9 percent female participation in each trade for covered-area construction.
Scope includes well video inspection, disinfection, mechanical rehabilitation if necessary, zonal impulse generation with simultaneous pumping if necessary, chlorination system construction for two municipal wells in the Sand and Gravel Aquifer, wellhead covers, and concrete pads. The Cascade 6B system reuses materials from the Cascade 8 Chlorination System that the Owner provides, while Cascade 6A requires entirely new materials. Liquidated damages are $800 per working day. Substantial completion is due 90 calendar days after Notice to Proceed, anticipated December 21, 2026, and final completion follows 14 calendar days later. Davis-Bacon Wage Determination OR20260059 and Oregon prevailing wage requirements under ORS 279C.800 to 279C.870 apply.
Award is based on total cost for all sections, including additive items, to the lowest responsible bidder. A mandatory pre-bid conference and site visit was scheduled for November 3, 2026 at 3:00 p.m. The first-tier subcontractor disclosure form is due within two hours of bid closing, by 4:00 p.m. PST on November 24, 2026, and an incomplete or missing form renders the bid nonresponsive. Disclosure applies to subcontractors at or above the greater of 5 percent of contract price (minimum $15,000) or $350,000. The Notice of Intent to Award is scheduled for November 27, 2026, with contracting between December 4 and December 21, 2026. Contact is Cameron Lee at 503-618-2738.
