The general work to be completed under this contract consists of a well video inspection, disinfection, mechanical rehabilitation (if necessary), zonal impulse generation with simultaneous pumping (if necessary), and construction of a chlorination system for each of two municipal wells completed in the Sand and Gravel Aquifer (SGA). In addition to the work on the wells, a wellhead cover shall be installed over each wellhead and a foundation for the wellhead cover shall be constructed.
B. A Chlorination System similar to those described by these specifications was installed in Cascade 8 and subsequently removed from the well. The Contractor will inspect materials from the Cascade 8 Chlorination System and use usable materials to build the Cascade 6B chlorination system.
C. Prior to installation in Cascade 6B, the contractor is responsible for inspecting and testing the pump from Cascade 8 to ensure it is in good working order. If necessary, the Contractor shall provide the Owner with costs for pump repair and/or pump replacement
D. The Owner reserves the right to limit (reduce) any aspect of the work for any reason without change to the unit prices in the bid form.
E. The work to be completed under this contract does not include the installation of a permanent pump system, controls, electrical, wellhouse and connection to the water system.
F. The contract will be awarded based on total cost for all sections including Additive work items.

1.3 AMERICAN IRON AND STEEL (AIS) REQUIREMENT
A. Goods and services for this project are being funded with monies made available by the Water
Infrastructure Finance and Innovation Act program of the EPA that has statutory requirements commonly known as “American Iron and Steel” (AIS) that requires all of the permanent iron and steel products used in the project to be produced in the United States. The chlorination systems installed in Cascade 6A and 6B are considered to be permanent from the perspective of AIS requirements.
B. Any materials subject to AIS requirements that are installed as part of this project and are to be permanent property of the Owner must be certified American Iron and Steel according to EPA guidelines.
1.4 NOTICE TO PROCEED
A. The Owner intends to provide a written Notice to Proceed within 7 calendar days after the contract has been executed and the performance bond and all required insurances have been filed with and approved by the Owner.
B. The Owner retains the right to delay the Notice to Proceed. The Owner shall provide the Contractor with notification that the Notice to Proceed will be delayed and an estimate of when the Notice to Proceed will be issued as soon as a delay is anticipated. The Contractor shall not commence work under the contract until such written notice has been given.

Contracting Agency and may affect future construction activities at the site and performance of the well. The costs to the Owner for the administration of the Contract, including engineering, inspection, and supervision, will be increased by such delays. It will be impractical and extremely difficult to ascertain and determine the actual damages which will be suffered by the Owner as a result of such delays.
B. Unless otherwise defined in the Owner’s General or Special Provisions, failure to complete the work by the Contract completion date, including extensions thereto, shall entitle the Owner to charge the Contractor liquidated damages in the amount as stated herein. The amount due to the Owner as liquidated damages shall be deducted from monies due to the Contractor or shall be collected from the Contractor and/or the Surety as an outstanding debt to the Owner.
C. Liquidated damages in the amount of $800 per working day will be assessed for failure to physically complete the project within the final completion time specified. Liquidated damages in an amount based upon the original contract amount and original time, will be assessed for failure to physically complete the entire project within the final completion time specified.
