About this opportunity
Monroe County, Florida is requesting proposals for Campaign Production, Roll Out and Management services for the Monroe County Tourist Development Council, with proposals due October 20, 2026 at 3:00 p.m. via the Bonfire platform and virtual bid opening the same day via Zoom. The resulting agreement will run for three years effective December 1, 2026 through September 30, 2030, with an optional two-year extension. Finalists will be invited to present to the Selection Committee between December 1, 2026 and January 14, 2027.
The scope includes comprehensive campaign production and rollout services on behalf of Visit Florida Keys: campaign planning, creative concept development and rollout, video and photography production, content and campaign asset production across multiple media formats, visitor activation development, media coordination, and account management. No fixed budget or pricing structure is specified; compensation will be negotiated during finalist presentations following Board of County Commissioners approval.
Proposers must comply with statutory requirements including non-collusion affidavits, drug-free workplace certification, public entity crime statements, vendor scrutiny lists certification, and proof of required insurance coverage (workers' compensation, general liability, and professional liability with specified minimum limits). Authority to conduct business in Florida and completion of required certifications are pass/fail evaluation criteria.
Evaluation is weighted across eleven categories totaling up to 110 points: ability of professional personnel (10 points), campaign launch plan (10 points), creative concept rollout and messaging (20 points), video and photography production (15 points), content and asset production (20 points), media alignment (5 points), account management (5 points), past performance (10 points), financial ability and fee proposal (5 points). Two bonus point categories (5 points each) are available for experience with large-scale destination marketing organizations and niche market campaign examples. Funding is contingent upon annual appropriation by the Board of County Commissioners and availability of Tourist Development Tax Funds. All proposals become public record after an intended decision or 30 days, whichever is earlier, unless rejected. Addendum 1 has been posted; proposers must acknowledge receipt as part of submission.
