About this opportunity
The West Virginia Adjutant General's Office is requesting bids for renovation of the Camp Dawson Wall of Honor at the Kingwood Armed Forces Reserve Center, with bids due August 10, 2026 at 11:30 a.m. EST. Attendance at the mandatory pre-bid meeting held August 5, 2026 was required for all vendors submitting bids; vendors who did not attend may be ineligible.
The scope includes cleaning and preparing surfaces, painting the ceiling of a circular room approximately 28 feet in diameter and 37 feet in height to match existing color, installing eight new LED light fixtures meeting existing specifications, removing and rehinging two display flags with new metal chain links plated with non-corrosive gold finish, and conducting staff training on new systems. All work must be completed by August 21, 2026 under a fixed-period contract. The contractor must submit a flat-fee bid and a schedule of values broken down per line item with material and labor components.
Bidders must hold a valid West Virginia Contractor's License and a REAL ID to access Camp Dawson. Commercial General Liability and Automobile Liability Insurance of at least $1 million per occurrence are required and must be maintained throughout the contract term. A Drug Free Workplace Affidavit must be submitted with the bid. The contractor is responsible for all costs associated with permits, waste disposal, testing, and travel.
Davis-Bacon and Related Act wage rates apply. Liquidated damages are assessed at $1,500 per day of delay plus a $1,250 one-time fixed cost for Staff Judge Advocate review if work is not completed by August 21. A one-year warranty on all parts, labor, and materials is required. All materials and colors require approval from the WV Army National Guard prior to installation. Bids may be submitted electronically through wvOASIS or by hard copy; email is not accepted. Charles A.
