About this opportunity
The Colorado Department of Corrections is soliciting documented quotes for camera equipment and licensing to upgrade the security camera system at LaVista Correctional Facility in Pueblo, Colorado, with quotes due October 28, 2026 at 2:00 p.m. MST through bidnetdirect.com/cdoc.
The solicitation covers IP dome outdoor 5MP fixed cameras, IP dome indoor 2MP fixed cameras, #10 HWH Red Anchor Kits, EZ-RJ45 C6 connectors totaling 200 units delivered in 50- or 100-count bags, and Bosch camera and decoder expansion licenses for BVMS 11 and above. Equivalent products are acceptable if they meet the specifications and are compatible with the facility's existing Bosch video management system. Cloud-based storage is not permitted on the CDOC network, and existing on-premises Bosch storage units are installed. Awardees must complete enhanced criminal background investigations within 30 days of award notification, register in the CORE system, provide proof of Good Standing with the Colorado Secretary of State, and submit insurance certificates before Purchase Order execution. State Risk Management sets insurance limits. Delivery occurs by common carrier as soon as it can be arranged after Purchase Order execution. No vendor personnel enter state property, but delivery staff may be required to complete a Consent to Search.
The award is a one-time purchase with the potential for renewal for up to four additional one-year periods, not to exceed five years, contingent on fund availability and at CDOC's sole discretion. Pricing must remain firm during the initial term and include delivery, shipping, and installation. CDOC may consider an annual price increase of up to 2.5% per fiscal year upon mutual agreement. License renewals are annual at CDOC's discretion based on budgetary availability. CDOC is exempt from federal excise and state and local use taxes, but bidders may be required to pay sales taxes in certain political subdivisions.
Award will go to the responsible bidder whose acceptable quote is most advantageous to CDOC. Price and cost are the primary considerations, with sample quality and delivery lead time also evaluated.
Written inquiries closed October 26, 2026 at 12:00 p.m. MDT. Addendum 1, published by Jennifer Garvin on October 27, 2026, answered five questions submitted by DOS LLC (dba Zentanix), Justice Systems by LONG, and Verkada. CDOC estimates a Notice of Intent to Award on October 29, 2026, with Purchase Order start on November 3, 2026 or later.
