About this opportunity

Broward County, through its Office of Regional Communications and Technology Services Division, is seeking a vendor to provide Call Branding for 911 Abandoned Call-Backs services across three Regional Public Safety Answering Points (PSAPs) located in Coconut Creek, Sunrise, and Pembroke Pines. The primary objective is to enhance the branding of outgoing abandoned 911 call-backs, currently only 50% of which display proper identification, by implementing a solution that includes a personalized 32-character caller ID display with potential logos or images. The vendor must develop a customer portal with administrative privileges, create and manage calling programs, and provide 24/7/365 emergency support with one-hour response times for service failures. The project timeline spans from the third quarter of 2025 through the fourth quarter of 2025, with a 30-calendar-day implementation phase including project kickoff, configuration, preliminary and final acceptance testing, and go-live activities. Vendors must submit their electronic responses through the BPRO system by August 29, 2025, with questions to be submitted through the same platform by the designated questions due date. Evaluation will focus on the lowest responsive and responsible vendor, with successful implementation contingent upon verifying call branding across multiple carrier networks and ensuring compliance with E911 ID and password standards.

The procurement includes preferences for Small Business Enterprises (SBE) and County Business Enterprises (CBE), with certified vendors receiving potential bidding advantages such as the opportunity to match lowest bids or receive higher proposal rankings. Vendors must complete several mandatory forms including an Anti-Human Trafficking Affidavit, Domestic Partnership Act Certification, Ownership Disclosure, and Litigation History form to be considered responsive. Insurance requirements are comprehensive, mandating coverage including Commercial General Liability, Business Automobile Liability, Workers' Compensation, and specific technology-related coverages like cyber liability and professional liability. The contract is structured as an open-end/indefinite quantity agreement with no guaranteed minimum, with an initial three-year term and potential for two additional one-year renewals. While no specific budget range is explicitly stated, the detailed technical requirements and multi-location implementation suggest a significant investment in modernizing 911 call-back technologies. The county emphasizes strict compliance with Enterprise Technology Services Security Requirements, including encryption standards, vulnerability management, and integration capabilities with existing county systems.
