About this file
This is a Scope of Work document for Broward County's Office of Regional Communications and Technology Division (ORCAT) seeking a qualified vendor to provide call branding services for 911 abandoned call-backs. The project requires branding all outgoing abandoned 911 call-backs from three Regional Public Safety Answering Points (PSAPs) with "Broward Cty 911" caller ID display, as currently only 50% of callbacks show proper branding information. Services include a personalized 32-character display with potential logos/images, a customer portal with administrative privileges for configuration changes, and creation/management of calling programs. The project timeline spans from 3Q 2025 through 4Q 2025, with phases including project kickoff, configuration, preliminary acceptance testing, go-live, and final acceptance testing over 30 calendar days. Installation locations include North Regional PSAP in Coconut Creek, Central Regional PSAP in Sunrise, and South Regional PSAP in Pembroke Pines.
The vendor must provide 24/7/365 emergency support with one-hour response times for service failures, maintain detailed support records, and ensure compliance with E911 ID and password standards including multi-factor authentication. Testing requirements include verification of call branding across multiple carrier networks (T-Mobile, AT&T, Verizon, VOIP, and wireline phones) and successful customer portal access and configuration capabilities. All service-impacting activities must be performed during the County's maintenance window (11pm-6am Monday through Thursday, excluding holidays) under approved change management requests, with vendor resources required to be onsite during go-live phase and provide comprehensive project management throughout the implementation.
