About this opportunity
The City of Austin, Texas is requesting bids on 3-inch calcium hypochlorite tablets and granules to support Austin Water treatment operations under IFB 2200-BYS1058, with bids due August 11, 2026 at 2:00 p.m. CT and a non-mandatory pre-offer meeting held July 23, 2026 via Microsoft Teams. Local and small-business preferences apply: up to 5 percent discount for bids up to $500,000, and 3 percent for bids between $500,000 and $50 million; small businesses with certified small-business subcontractors representing at least 5 percent of total contract value may receive additional discounts of 2 percent or 1 percent.
Estimated annual quantities are 10,000 pounds of tablets and 16,300 pounds of granules, supplied in 50-pound containers with F.O.B. destination pricing. The City reserves the right to award one or multiple contracts based on lowest responsive or best-value bids. This is a competitive sealed bidding procurement with indefinite quantities; actual purchases will be determined on an as-needed basis and may vary from estimates. Pricing is fixed for the first six months; price adjustments may be requested on anniversary dates, subject to verification using the Producer Price Index for chlorine products.
Contractors must provide at least three customer references demonstrating past performance within the last five years, maintain specified insurance coverage including $500,000 Commercial General Liability minimum, comply with Austin City Code wage-theft certification requirements, and complete wage-theft training within 30 days of award. All deliverables must include Safety Data Sheets for hazardous materials. Invoices must be submitted within 30 days of delivery, with City payment due within 30 days of invoice receipt. Offerors must acknowledge receipt of Addendum 1 (issued July 28, 2026) with their bid response or risk rejection. Questions were due July 24, 2026 at 5:00 p.m. CT. Subcontracting is optional; no MBE/WBE subcontracting goals apply, though small-business subcontractors are encouraged.
