About this opportunity
Pinellas County School District is requesting sealed electronic bids for cafeteria and culinary exhaust hood, make-up air unit, and warewashing hood cleaning and servicing across 119 food service facilities and 7 culinary facilities districtwide, with bids due by 3:00 p.m. on June 23, 2026, via the District's e-Procurement Portal. Mandatory site visits are scheduled for June 9, 2026, at four locations: Mangrove Bay Middle School, John M. Sexton Elementary School, Northeast High School, and Pinellas Technical College – Clearwater Campus.
The scope encompasses labor, materials, equipment, and parts for comprehensive cleaning, servicing, and inspection from roof to floor, including fan operation checks, belt replacement and bearing lubrication, hood and ductwork cleaning, filter maintenance, and fire suppression system work in compliance with NFPA 96. Facilities with deep fat fryer hoods require two cleanings annually; all other facilities require one annual cleaning. Service is performed primarily after 2:00 p.m. during the school year and with minimal restrictions during summer. Contractors must maintain a minimum crew of two trained individuals, respond to emergency requests within 24 hours, and submit before-and-after photographs and signed service reports with each invoice. Payment is authorized only after departmental inspection and certification of satisfactory completion.
Bidders must hold a valid occupational license, industry-recognized exhaust hood cleaning certification, minimum five years documented hood cleaning experience, current fire protection licensure or equivalent documentation, E-Verify registration, appropriate liability insurance, and Level 2 background clearance under the Jessica Lunsford Act. All personnel must sign in and out at facilities, wear identifiable uniforms or badges, and comply with conduct standards.
The contract runs August 1, 2026, through July 31, 2028, with one optional two-year renewal term by mutual consent and three unilateral 30-day extension periods at the District's discretion. The estimated contract value is approximately $600,000 for the initial two-year period including renewal options. Unit pricing is bid on an all-or-none, per-facility basis. Pricing remains firm throughout the initial two-year term; price escalation at renewal is capped at the previous year's Consumer Price Index for All Urban Consumers. Award will go to the lowest responsive and responsible bidder. The District will consider prices established by the State of Florida Department of Management Services in evaluation. Award notification is anticipated for July 21–28, 2026.
