Proposers must acknowledge receipt of the addendum with a signed Proposer's Certification; proposals submitted without this signed certification will be rejected.
The project involves hydrology, hydraulic analysis, geotechnical investigation, environmental permitting, utility coordination, surveying, and engineering design services for a flood control basin in the City of Rialto east of Frontage Road, west of W. Meyers Road, and south of Cable Canyon Road. The objective is to reduce peak flow rates from an estimated 100-year frequency peak flow of 10,830 cubic feet per second to approximately 8,600 cfs. The maximum contract term is five years (August 2026 through August 2031), with all design work to be completed within thirty-six months of notice to proceed. Proposers must demonstrate successful completion of construction plans, specifications, and engineering estimates for at least two similar detention basin projects receiving approval from both the Division of Safety of Dams (DSOD) and the Department of Water Resources (DWR). Consultants must maintain current Professional Civil Engineer, Land Surveyor, and Geotechnical/Geologist Engineer certifications. Evaluation criteria are qualifications and experience (35%), technical review (25%), scope of work understanding (25%), and references (15%). The District will provide aerial imagery, ground survey, and right-of-way base map data. Fee proposals must include all transportation, lodging, and per diem costs for personnel assigned to the project location and must be submitted separately in a sealed envelope.
