About this opportunity
Hall County, Georgia, Board of Commissioners is requesting sealed bids for a complete turnkey conversion of a natural turf multipurpose field to modern artificial turf at Butler Park, with bids due September 17, 2026 at 2:00 PM and a mandatory pre-bid meeting on September 1, 2026 at 9:00 AM at the site. Hall County intends to award a single contract to the lowest cost, responsible, and responsive bidder.
Bidders must be in the regular business of supplying and installing artificial turf, licensed, insured, and bonded in Georgia. Georgia's Security and Immigration Compliance Act requirements and E-Verify protocols apply; contractors must register with E-Verify, execute a notarized E-Verify affidavit, and maintain authorization throughout the contract period and any extensions. Contractors are responsible for ensuring all subcontractors comply with E-Verify and submit required documentation within five business days.
The scope encompasses site preparation, grading improvements, drainage enhancements, synthetic turf installation, infill placement, and secure perimeter transitions. A critical technical constraint is the existing field's negative slope and drainage structure placement; the contractor must incorporate effective infill containment measures to prevent infill migration or washout while maintaining drainage performance and turf integrity. The completed system must meet broadly accepted industry standards for durability, resilience, safety, and drainage performance suitable for high-frequency community recreation use and remain compatible with temporary athletic markings applied by County staff.
The contract term is 60 days from the Notice to Proceed; work commences only upon written Notice to Proceed and Purchase Order. No work shall be performed prior to these authorizations. Compensation is fixed and firm unless modified by mutual written agreement. The County pays net 30 days in arrears following inspection and acceptance by the County's Project Manager. The awarded contractor must furnish a performance bond equal to 100 percent of the total contract amount prior to work commencement, with only surety companies licensed in Georgia acceptable.
Evaluation considers lead times, completion schedules, and prior work history alongside price. Bids must remain valid for 120 calendar days from opening. Bidders must submit four hard copies of technical proposals, one USB drive, and mandatory exhibits including bid response form, W-9, E-Verify affidavit, ethics affidavit, business license, proof of insurance, and professional licenses or certifications. Questions are due September 8, 2026 at 5:00 PM; responses are provided by September 9 at 5:00 PM.
