About this opportunity

Henry County is requesting proposals for the complete turnkey renovation of Richard Craig Park Athletic Complex under RFP 27-21, with proposals due November 11, 2026 at 3:00 p.m. via the County's eProcurement Portal. The County has established an 11% Disadvantaged Business Enterprise participation goal.

The scope encompasses selective demolition, earthwork, laser grading, drainage and irrigation replacement, and certified 419 Bermuda sod installation across eight baseball and softball fields plus a Sunshine League therapeutic field. Work includes new fencing, backstops, overhead safety netting, foul poles, dugout roof systems, concrete sidewalks, and ADA accessibility improvements exceeding minimum standards. The existing batting cage will be renovated into a five-station training facility with synthetic turf and sliding curtain divider; the score tower slab will be demolished; and the concession facility will be modernized with LED lighting, electrical upgrades, commercial restroom improvements, and interior/exterior painting. Construction is divided into two phases: Phase One covers Fields 1–5, and Phase Two covers Fields 6–8, the therapeutic field, concession building, batting cage, and remaining site work. The contractor serves as single-prime turnkey contractor responsible for all coordination, permits, utility locating, and site security. A 10% construction contingency must be included in the base bid.

Evaluation weighs qualifications and relevant experience (35 points), experience and availability of key staff (30 points), methodology and technical approach (30 points), and cost proposal (5 points), for a maximum of 100 points; oral presentations may add up to 15 additional points. Contractors must provide a bid bond of at least 5% of total bid amount and, if awarded, must execute 100% Performance and Payment Bonds within 15 days. Comprehensive insurance includes workers compensation at Georgia statutory limits, commercial general liability of $1,000,000 per occurrence with $2,000,000 aggregate, automobile liability of $1,000,000 combined single limit, property coverage of 100% of contract amount, and umbrella liability of $2,000,000. All work must comply with applicable codes and Georgia's Security and Immigration Compliance Act (O.C.G.A. 13-10-91); contractors must utilize E-Verify. The County is exempt from federal excise tax and Georgia sales tax. Clarification requests are due October 28, 2026; addenda will be posted by November 4. Award recommendations will be made within 60 days of proposal opening. A minimum one-year warranty on labor, workmanship, materials, and equipment applies, with manufacturer warranties assigned to Henry County Parks & Recreation and newly installed sod warranted through establishment.
