About this opportunity

The New Hampshire Department of State, Corporations Division, is requesting proposals for a Business Services System Replacement under RFP SOS-2027-01, with proposals due September 25, 2026 at 4:30 p.m. EST and vendor presentations between October 15 and November 1, 2026.

The scope is a comprehensive system to replace the division's antiquated business registry and lien data system with a modern platform serving internal staff and the public. Deliverables include web interfaces for document submission, back-office data entry portals, XML protocol support for lien documents, reporting capabilities, fee calculation functions with integration to an external financial merchant service, and on-premises or cloud hosting and maintenance by the Secretary of State's office throughout the contract term. The vendor must provide enhancements, patches, and deployment assistance.

The state will receive a nonexclusive, worldwide, perpetual, royalty-free license to use the software and create derivative works. All data storage, processing, and transmission must occur at Continental United States data centers only. The system must comply with NIST SP 800-171 and 800-53 security standards, StateRAMP authorization requirements, WCAG 2.1 Level AA accessibility compliance, and prohibited technologies lists specified in the RFP.

Technical proposals are scored up to 400 points: 150 for proposed solution, 150 for vendor technical and project management experience, 50 for vendor company qualifications, and 50 for staffing qualifications. Price proposals are scored up to 100 points using a lowest-price-referenced formula. Total available points are 500. All pricing must be submitted using detailed worksheets in Appendix D covering activities, deliverables, milestones, hardware, software licenses, software operations and maintenance, hosting, and other costs.

Vendor inquiries are due August 5, 2026, with final state responses due August 21, 2026. Estimated vendor selection is November 13, 2026. The contract term begins following full execution and governmental approvals, with extension options available subject to mutual written agreement and satisfactory performance.
