This is a Request for Proposal (RFP) spreadsheet for the State of New Hampshire's Business Services System Replacement project. The document outlines the procurement process and key requirements for selecting a vendor to replace the state's existing business services system. The RFP solicits comprehensive solutions for system modernization and implementation. The proposal submission deadline is specified within the document timeline, with evaluation and award processes to follow standard state procurement procedures. The contract term and any renewal options are to be determined based on vendor proposals and state requirements during the evaluation phase.

The pricing structure, set-asides, incumbent vendor information, current system environment details, and funding sources are to be detailed in the full RFP documents. Additional specifications regarding technical requirements, implementation timeline, support and maintenance terms, and financial obligations will be outlined in the complete solicitation materials. Interested vendors should review all related attachments and exhibits to understand the full scope of work, evaluation criteria, and contractual obligations associated with this business services system replacement initiative.

Req #TopicState Requirement DescriptionCriticalityVendor ResponseVendor Delivery MethodVendor Comments
B1GeneralAll street addresses submitted during the filing process must be validated using a USPS address validation service.P
B2GeneralThere must be a process to input filings that are not in a digital format (paper document but no data in digital format). The option should allow for a document to be scanned, and the data manually entered in.M

Regardless of delivery method, the data collected must be retained by the system and retrievable as an electronic record at the time of processing. Filer should be issued a coded receipt. These payment methods should be passed and processed in our financial system.M
B6GeneralAll filings must generate a pdf that displays the program-specific data associated with the digital form. The pdf image must be associated with the record of the entity/individual that has remitted the filing. Based on the program’s filing requirements, any attachment(s) uploaded or created during the filing process may also need to be added to the created pdf.M
B7GeneralThere must be a process across all programs that allows for the filing office to correct/edit all data fields and delete or replace pdf images.M
B8GeneralThe solution must allow internal staff to create new forms or filing types when necessary, specifying filing costs and any finance billing codes required for the newly created filing. The staff may also associate response mailings which will trigger automatically upon the filing of the newly created type.M
B9GeneralThe solution must allow internal staff to copy existing forms or filing types when necessary, for use as a template to create new filing types. With the ability to specify filing costs and any finance billing codes required for the newly created filing. The staff may also associate response mailings which will trigger automatically upon the filing of the newly created type.M
B10GeneralThe filing forms created by the solution and all responses provided by the filer must be written in English.M
B11GeneralFor all filings, staff members should have the ability to add context sensitive help and FAQ documents clearly visible to the user. The system should be delivered with wizards guiding the public in completing the documentation for the most common filing types which will autofill state documents.M
B12GeneralThe system must be designed and architected in such a way that later integration with identity verification software will require minimal recoding and no major changes to existing workflowsM
B13GeneralThe system should have the ability to export all data by program into CSV files and other common file types. These will be sold as a product for distribution to interested parties on an ad hoc basis. The system also must allow purchase of all existing data and then paid subscription to weekly update files to a particular user. These should be available to subscribed customers after initial purchase without staff intervention.M
