About this opportunity

The City of Detroit Office of Contracting and Procurement is requesting quotes for low silicate, phosphate-free, premium quality, fully formulated, inhibited ethylene glycol antifreeze in bulk and 55-gallon drums for the Detroit Department of Transportation's Extended Service Interval program, with quotes due October 9, 2026 at 1:00 p.m. EST. Detroit-based business certifications (D-BB, D-RB, D-HB, D-SB, D-MB) receive equalization credits of one to five percent depending on certification type, with awards subject to the equalization bid not exceeding twelve percent above the lowest responsible bid or $100,000, whichever is less; the Purchasing Director may also limit bidding to Detroit-based or small businesses if at least three eligible certified firms exist.

Antifreeze must be supplied in both concentrate and premixed formulations (50% antifreeze, 50% water). The estimated annual usage is approximately 24,000 gallons across four line items: 60 units premixed in drums, 80,000 gallons premixed in bulk, 60 units concentrate in drums, and 80,000 gallons concentrate in bulk. Respondents must quote unit pricing in dollars per gallon for each formulation and delivery type; all pricing must include drums, pickup, labeling, testing, reports, used antifreeze pickup, and delivery. The contractor must be a current formulator of commercial antifreeze or an authorized dealer representing a formulator marketed to the commercial sector, and must maintain minimum liability insurance of $1,000,000 against accidental spills and hold hazardous-materials transportation licensing in Michigan. Delivery is required within three business days of order placement; all drums must be picked up at shipment or DDOT will dispose and charge back costs. Respondents must provide a one-gallon sample with spectrochemical analysis and total infrared scan reports prior to award.

The contract term is two years with potential renewal options subject to City Council approval and Chief Procurement Officer signature. One or multiple awards may be made on a low bid basis. Questions are due October 2, 2026 at 1:00 p.m. EST through the Bonfire Supplier Portal. Respondents must complete a respondent questionnaire, submit notarized City of Detroit Consolidated Affidavits, provide three years of financial statements, obtain Treasury Clearance, and maintain active System of Awards Management registration prior to City Council approval. All contract work product becomes the sole and exclusive property of the City of Detroit.
