The City estimates annual usage of approximately 24,000 gallons. Questions must be submitted by October 2, 2026, at 1:00 PM EST through the Bonfire Supplier Portal, and quotes are due by October 9, 2026, at 1:00 PM EST. The contract will be awarded for a two-year term with potential renewal options subject to Detroit City Council approval and Chief Procurement Officer signature. One or multiple awards may be made based on the low bid basis and contractor capability.

All pricing must be submitted in dollars per gallon for concentrate in both drums and bulk, and premixed antifreeze in both drums and bulk. The contractor's bid price must include all costs associated with drums, drum pickup, labeling, testing, reports, used antifreeze pickup, delivery, and related services. The contractor must be a current formulator of commercial antifreeze or an authorized dealer representing a formulator that markets to the commercial sector. Bidders must provide a one-gallon sample prior to contract award, along with spectrochemical analysis and total infrared scan reports. The contractor must maintain minimum liability insurance of $1,000,000 against accidental spills and must be licensed to transport hazardous materials in Michigan. Delivery must occur within three business days of order placement, and all drums must be picked up by the contractor at the time of new shipments or the DDOT will dispose of them and charge back all associated costs.
