About this opportunity
The City of Atlanta, Fulton County, and Buckhead Community Improvement District are soliciting sealed bids for resurfacing of five streets in the Buckhead area—Tall Pines Drive, Laurel Drive NE, Laurel Forest Circle NE, West Brookhaven Drive, and Terrace Drive NE—with bids due October 19, 2026 at 4:00 p.m. ET and work commencement on October 28, 2026.
Diversity participation goals of 25 percent Minority Business Enterprise (MBE) and 10 percent Female Business Enterprise (FBE) apply; all MBE and FBE subcontractors and suppliers must hold City of Atlanta Office of Contract Compliance certification or have a pending application at bid submission. Bidders must submit a Covenant of Non-Discrimination, documentation of minority and female business outreach, and a completed Subcontractor Project Plan with the bid. The successful contractor is required to maintain monthly EBO participation reporting and compliance with the approved Subcontractor Project Plan; failure to comply constitutes material breach and grounds for contract termination or withholding of payments.
The scope encompasses 1.5-inch mill and inlay operations across five projects with 12.5mm Superpave asphalt concrete, including traffic control, recycled asphalt patching (25–50 tons per project), milling at 2-inch depths (2,346.67–10,730 square yards per project), tack coat application, thermoplastic traffic striping, and manhole and water valve box adjustments to grade. Side street approaches of 50 feet are included where applicable. Lane closures are restricted to 9:00 a.m. to 4:00 p.m. Monday through Saturday; concrete and striping work limited to 9:00 a.m. to 4:00 p.m. Monday through Friday.
Completion deadline is April 30, 2026, with liquidated damages of $1,169.00 per calendar day for delays. Bidders must submit a 5 percent bid bond or certified check. The successful contractor must provide a Performance Bond equal to 100 percent of contract price and a Payment Bond equal to 110 percent. Contractors must be either prequalified or registered with the Georgia Department of Transportation; bids exceeding $2,000,000 require GDOT prequalification. No bid withdrawals are permitted for 120 days following opening. Questions are due October 9, 2026, with responses posted as addenda by October 12, 2026. Award will be made to the lowest reliable bidder.
