About this opportunity

The Broward County Health Department is conducting a competitive invitation to bid for the HVAC and Building Automation System (BAS) Replacement project at 2421 SW 6th Avenue, Fort Lauderdale, Florida. The procurement encompasses all labor, materials, equipment, services, and incidentals necessary to replace the facility's heating, ventilation, and air conditioning systems on the first and second floors, including removal and reinstallation of interior finishes, replacement of a 24-year-old chiller system with two new air-cooled chillers, installation of ten new Air Handling Units with variable-air-volume capability, replacement of exhaust fans, installation of a complete new BACnet-based building automation system, and limited roof work with patching confined to areas adjacent to the work. The project maintains indoor conditions of 72°F and 55% relative humidity for general areas and 68°F and 50-55% for the pharmacy, with heating provided by electric heaters in VAV boxes and cooling delivered through air-cooled chillers. Qualified vendors must hold either a Florida State Certified General Contractor license or a Broward County Class "A" General Building Contractor license at the time of submittal, with joint ventures permitted if at least one partner holds the required license. The solicitation was posted May 15, 2026, with a proposal due date of June 22, 2026. A mandatory site visit is required for all vendors, and the County will respond to questions submitted through BPRO by the specified questions due date. Evaluation will be based on lowest responsive and responsible bid on a total price basis, with the contractor required to achieve substantial completion within 335 days after the Project Initiation Date and final completion within 30 days thereafter, with liquidated damages assessed at $442.00 per day for failure to meet substantial completion and $319.48 per day for final completion delays.

This solicitation includes a County Business Enterprise (CBE) goal participation requirement of 25 percent, with all vendors required to utilize certified CBE firms to perform the assigned participation goal and maintain monthly utilization reports throughout the contract term. Vendors must perform at least 10 percent of the total contract price without subcontracting and are prohibited from inquiring into criminal history of job applicants until the finalist interview stage. The County has established mandatory bonding requirements with bid security equal to five percent of the total bid price and performance and payment bonds at 100 percent of the contract amount from surety companies meeting specified financial qualifications. Comprehensive insurance requirements include commercial general liability coverage with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, auto liability of $1,000,000, excess liability of $2,000,000, and workers' compensation at statutory limits, with Broward County named as an additional insured and loss payee. No incumbent vendor or current contractor is identified in the solicitation documents. The specific contract award value is not disclosed in the available documentation; however, the project scope suggests a significant construction undertaking encompassing mechanical, electrical, plumbing, and architectural modifications across approximately 35,878 gross square feet of commercial space. The project is entirely funded through county funding with the County directly responsible for all permits, licenses, impact fees, inspection fees, and certificate of occupancy charges, though vendors must file necessary permit applications.
