About this file

This is a technical specifications and requirements document from the Broward County Commission Construction Management Division for the BC Health Department Clinic HVAC Replacement project located at 2421 SW 6th Avenue, Fort Lauderdale, Florida. The project (Contract No. CMD0000736, Project No. 104889) encompasses the replacement of the building's HVAC systems across the first and second floors, including removal and reinstallation of interior finishes, structural modifications, and roof work limited to replacing an existing chiller, exhaust fans, and VAV boxes. The scope explicitly excludes full re-roofing, with roof patching restricted to areas directly adjacent to the work. The project follows the Florida Building Code 8th Edition (2023) and is managed by Project Consultant representatives including Saltz Michelson Architects, Inc., Delta G Engineers, and Reliance Engineering. The document establishes comprehensive procurement and contracting requirements through detailed specification sections addressing general requirements, mechanical systems, electrical work, plumbing, structural modifications, and closeout procedures. Key project contacts include Robert Alexander (Daily Site Contact, Facilities Services) and Beatrice H. Bastidas (Construction Project Manager, Broward County Commission Public Works Department).

The specifications require contractors to obtain necessary permits, secure all required security clearances, comply with health screening protocols including daily temperature checks and COVID-19 screening, and maintain strict adherence to work restrictions within occupied facilities. Contractor responsibilities include all compliance testing costs, utility coordination with Florida Power & Light and City of Fort Lauderdale services, and maintaining continuous builder's risk insurance through substantial completion. The document establishes formal procedures for substitution requests (with 30-day deadline after Notice to Proceed), change order requests with time impact analyses, and payment applications subject to retainage provisions. Substitution requests require comprehensive documentation including technical data, coordination information, cost proposals, and three copies submitted to the Project Consultant, with decisions rendered within 14 days. All construction must be sequenced to accommodate Owner occupancy throughout the project duration, with designated construction areas requiring fencing, controlled access, and coordination through pre-construction and ongoing project meetings. The contract structure includes unit price provisions, lump sum options, and detailed cost documentation requirements for any proposed modifications to the original contract sum or time.
