About this opportunity

Texas Health and Human Services Commission is requesting bids for bread and bakery products to supply state hospitals and state supported living centers under IFB 529-HHS0017445_V2, with bids due August 19, 2026. The contract runs from September 1, 2026 through August 31, 2027 with renewal options available.

Bidders must submit responses via the HHS Online Bid Room (optional) or alternative submission methods specified in the solicitation package. New users must complete IAMOnline registration before the response deadline, a process that may take several days; existing Enterprise Portal or IAMOnline users must re-register using a different email address. Technical difficulties with the online bid room are not grounds for protesting contract award. Support is available through the IAM Help Desk at 512-438-4720 or 855-435-7181 (toll-free), Monday through Friday, 7:00 A.M. to 7:00 P.M. Central Time.

Pricing must be submitted on the provided pricing sheet (Exhibit C) with unit costs and extended totals for all bread and bakery product line items. The contractor must execute a Warranty and Complaint Resolution Form (Exhibit 2) certifying compliance with all contractual requirements and guaranteeing resolution of complaints within 90 days of receipt. The contractor bears all costs associated with complaint investigations, including storage beginning day ten after notification, HHSC employee time at $20 per hour starting day thirty, sampling and shipping, and FSIS-approved laboratory testing. If delivered products are non-specification, the entire shipment will be reimbursed or replaced by the vendor. The contractor must respond to problems within 72 hours of HHSC notification; failure to provide acceptable resolution will result in vendor tracking reports and discontinuation of HHSC food awards.

All bidders must complete and sign the Solicitation Affirmations (Exhibit A) and acknowledge the HHS Contract Affirmations and Uniform Terms and Conditions (Exhibit B), which incorporate suspension and debarment certification, conflict-of-interest disclosure, cybersecurity training, E-Verify participation, insurance maintenance, seven-year record retention, intellectual property transfer to the state, and compliance with Texas-specific boycott prohibitions. The contract is governed by Texas law with venue in Travis County.
