About this opportunity

Dallas Area Rapid Transit (DART) is soliciting a Blanket Purchase Order (BPO) for packaged motor oils to support its non-revenue vehicle fleet, with the procurement covering five specific oil types: SAE 5W-30 SN and 5W-20 SN for gasoline engines, 10W-30 and 15W-40 CI-4 for diesel engines, and 0W-20 Dexos Full Synthetic oil. The procurement requires suppliers to deliver oils meeting rigorous technical specifications from API, ASTM, and SAE standards, with deliveries to be made within 3 business days of order placement to DART's Non-Revenue Vehicle facility at 1200 East Jefferson Boulevard in Dallas, Texas. Suppliers must provide three one-point samples for analysis, maintain a current API license, and ensure oils exceed engine protection specifications from manufacturers like Ford, General Motors, Chrysler, and Toyota. The solicitation (Solicitation 2094054) is open from July 22, 2025, with responses due by July 29, 2025, through the Supplier Portal. DART will reserve the right to periodically test oils for compliance, with non-compliant products to be returned at the contractor's expense. Estimated quantities range from 200 to 1,600 gallons per line item for a one-year contract period.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The procurement appears open to qualified vendors who can meet the technical specifications and delivery requirements. While no incumbent vendors are mentioned, the contract requires suppliers to integrate with DART's existing infrastructure and delivery protocols. The total contract value is not explicitly stated, but the estimated quantities suggest a significant procurement volume across multiple oil types. Payment terms are clearly defined as Net 30, with invoices to be submitted electronically to APInvoices@dart.org and containing specific detailed information including purchase order number, item number, description, sizes, quantities, unit prices, and extended totals. The contract will be governed under Texas state law, with legal venue in Dallas County, and includes provisions for termination for default if the seller fails to perform contract provisions within specified timeframes.
