About this opportunity

Boulder County Parks and Open Space Department is seeking statements of qualifications from licensed surveyors for properties it owns or may acquire within and adjacent to Boulder County under SOQ-322-26, with submittals due November 16, 2026. Selection builds a short list rather than guaranteeing work. Projects valued below $10,000 may be assigned directly to any short-listed vendor, while projects of $10,000 or greater are competed by quote among all short-listed vendors, with award to the most favorable timely quote. The contract runs up to five years on a not-to-exceed basis with annual rate sheets, and no work begins until the County issues a Notice to Proceed.

Required services include ALTA/NSPS surveys, topographic surveys, boundary surveys, monumented land surveys, and Improvement Location Certificates. Surveyors must be fully licensed in Colorado and prepared for mountainous, steep, and remote terrain requiring material transport and trekking. Deliverables include hard-copy and electronic drafts and finals, AutoCAD 2024 or newer files in NAD 1983 HARN State Plane Colorado North, GIS data, metes and bounds descriptions, monument records, and proof of filings with the County Land Use Department and the State of Colorado. Proposers must submit license numbers for the firm and key personnel, a fee schedule with hourly rates and a rate sheet, three references for similar projects completed within the past three years, and a W-9 dated within the past 12 months. Insurance per Exhibit A includes commercial general liability of $1 million per occurrence and $2 million general aggregate, professional liability of $1 million per loss and aggregate, and statutory workers' compensation.

Evaluation uses a 100-point matrix: general experience of the vendor (25 points), understanding of difficult survey locations (25 points), problem-solving abilities such as addressing old or incomplete legal descriptions (20 points), experience in environments not owned by the contracting party (15 points), and other relevant factors determined by the County (15 points). A selection committee may request additional information or conduct vendor interviews.
