BCPOS seeks qualified licensed surveyors to provide surveying services for properties owned by or to be acquired by Boulder County, including work both within and adjacent to the county. The services requested include ALTA/NSPS surveys, topographical surveys, boundary surveys, monumented land surveys, and Improvement Location Certificates. Work must comply with Colorado Department of Regulatory Agencies requirements, ALTA/NSPS minimum standards, and Boulder County standards. Surveyors are responsible for all field work, traffic control, utility locates, permits, licenses, and subcontractor compliance. The contract is for a five-year duration with annual rate sheets to be provided by Boulder County.
Pricing terms are not specified in this specifications document; contractors must submit rate sheets annually for the five-year contract period. No set-asides or incumbent information is identified in the file. All work product, data, documentation, and materials developed under the contract become the exclusive property of Boulder County. Contractors must deliver various products including hard copies of draft and final surveys, electronic copies in specified formats (AutoCAD 2024 or newer, NAD 1983 HARN State Plane Colorado North FIPS 0501), GIS data deliverables, metes and bounds descriptions, CAD files, monument records, and proof of filings with Boulder County Land Use Department and the State of Colorado. 1. Unless otherwise stated in writing, all surveys should meet ALTA/NSPS minimum standard detail requirements and should meet all State of Colorado requirements for Land Surveying and specifically for Monumented Land Surveys or Improvement Surveys.
All of these requirements can be found in the Annual Roster sent to all Registered Land Surveyors by the Colorado Department of Regulatory Agencies. It is the surveyor’s responsibility to ascertain that the survey meets all ALTA/NSPS minimum standard detail requirements, so all surveyors should read all applicable laws and rules to ensure that surveys comply before submission to Boulder County.
2. Boulder County reserves the right, at its sole discretion, to request other surveying services. Such services may include, but are not limited to, topographic surveys, monumented land surveys, boundary surveys, and Improvement Location Certificates.
All work performed under this provision shall comply with applicable ALTA/NSPS standards, Boulder County standards, and Colorado Revised Statutes, and shall include all deliverables required by the requested scope of work.
3. All field work shall conform to the laws and ordinances of Boulder County and Colorado Department of Transportation. Traffic control will be the responsibility of the surveyor. Minimum requirements shall be advanced warning signs for each direction of traffic and personnel shall wear orange vests when working in the right-of-way. When working in the roadway refer to the Manual of Uniform Traffic Control Devices for proper signage and flagging.
