About this file
This Statement of Qualifications (SOQ) instruction document is issued by the Boulder County Parks and Open Space Department (BCPOS) in Colorado seeking qualified surveyor contractors for professional services. BCPOS requires licensed surveyors to conduct various types of surveys on properties within and adjacent to Boulder County that the department owns or may acquire an interest in. The solicitation anticipates selecting one or more contractors who will enter into a Contract for Services with a term of up to five years. Work will be awarded on a project-by-project basis, with each project receiving a separate Scope of Work and competitive solicitation among selected contractors. Selected contractors must be prepared to work in physically challenging environments, including mountainous terrain with steep and uneven surfaces, variable weather conditions, and remote locations requiring material transport and significant trekking. No guarantee of project assignments or payment exists under the contract framework. Work will not commence for any awarded project until the County issues a Notice to Proceed.
Proposers must submit current professional and contractor licenses held by the company and key personnel, including license numbers; detailed fee information covering hourly rates for personnel, equipment costs, meetings, reports, administrative expenses, mileage, travel, and other business costs, accompanied by a current rate sheet; and three references for similar projects completed within the past three years with current contact information. The submittal must include a W-9 form dated within the past 12 months, and if awarded, a State of Colorado Certificate of Good Standing. All contractors must comply with Boulder County's minimum insurance requirements outlined in Exhibit A and maintain active coverage throughout the contract term regardless of work awards. Payment for services is subject to individual project terms and Boulder County Purchase Order conditions, with invoices submitted on company letterhead detailing project name, bid number, dates, work performed, invoice number, and amount due.
