About this file

This evaluation criteria document outlines the scoring methodology for Boulder County's procurement of surveyor services for the Parks and Open Space Department. The county will utilize a selection committee to review proposals, which may include requesting additional information or conducting vendor interviews. The evaluation process employs a 100-point scoring matrix with five weighted criteria categories: General Experience of the Vendor (25 points), Understanding of Potentially Difficult Survey Locations including mountainous terrain and challenging weather conditions (25 points), Problem-Solving Abilities such as addressing old or incomplete legal descriptions (20 points), Experience in Environments Not Owned by the Contracting Party (15 points), and Any Other Relevant and Appropriate Factors as determined by the County (15 points).

The scoring framework prioritizes vendor experience and capability to manage complex surveying projects in Boulder County's varied terrain, with particular emphasis on the vendor's ability to navigate mountainous, steep, and uneven landscapes while managing logistics such as packing materials and trekking to remote properties. The evaluation also values problem-solving expertise and experience working collaboratively with property owners when the county is not the property owner, recognizing the need for effective communication and scheduling coordination. The criteria reflect the county's focus on selecting qualified surveyors capable of managing the unique environmental and operational challenges associated with surveying properties throughout Boulder County and adjacent areas.
