About this opportunity
Boulder County is requesting proposals for design, fabrication, delivery, installation, and maintenance of a rooftop utility-interactive solar photovoltaic system at the 28th Street Community Hub with a maximum capacity of 100 kW, with proposals due September 15, 2026. Larger capacity systems exceeding the 100 kW maximum will be evaluated only as alternatives. On-site work is anticipated to begin in the fourth quarter of 2026 with a target completion date by the end of the first quarter of 2027.

All PV hardware components must be stainless steel or aluminum with corrosion-resistant structural components and listed by UL, FM, ETL, or another Nationally Recognized Testing Laboratory. The design must comply with applicable building, mechanical, fire, seismic, structural, and electrical codes and local fire department requirements for roof access. The contractor must install an eGauge Core meter (Model EG4015) connected to the County's network at the point of interconnection and research and apply for all applicable Colorado State programs, utility incentives, and Federal tax credits on the County's behalf. The contractor is responsible for two years of operation and maintenance services following project completion.
Bid pricing must include the total system cost with DC and AC capacity specifications, estimated annual energy production in kWh, cost per watt of AC capacity, project duration in working days, and two-year O&M costs. Bid security equal to 5 percent of the amount bid is required and may be submitted as a bond issued by a Colorado-authorized surety company or a bank cashier's check; the scanned copy must accompany the bid and the original must be mailed to Boulder County Procurement, 1325 Pearl Street, Boulder, Colorado 80302, postmarked no later than the deadline. Failure to provide bid security results in bid rejection as nonresponsive.
Evaluation criteria are weighted as follows: Information Presented in Proposal (15 points), Ability to Provide Quality and Timely Products and Services (15 points), Qualifications and Experience of the Vendor (20 points), Proposed Equipment (10 points), Warranty/Operation & Maintenance (10 points), Total Cost/Proposed Pricing (15 points), and Proposed Timeline (15 points). The contractor must obtain all necessary permits and licenses, including roofing contractor licensing through Boulder County Community Planning & Permitting.
