About this file
This is an evaluation criteria document from Boulder County, Colorado for a solar photovoltaic system installation project. Boulder County is soliciting proposals from qualified contractors to design, fabricate, deliver, install, and maintain a rooftop utility-interactive solar photovoltaic system with a maximum capacity of 100 kW at the Boulder Community Hub. Work on site is anticipated to begin in the fourth quarter of 2026. The county will evaluate proposals through a selection committee that may request additional information or conduct interviews with vendors before making final selections.
The county will evaluate proposals using a 100-point scoring matrix that weights criteria as follows: Information Presented in Proposal (15 points), Ability to Provide Quality and Timely Products and Services (15 points), Qualifications and Experience of the Vendor (20 points), Proposed Equipment (10 points), Warranty/Operation & Maintenance (10 points), Total Cost/Proposed Pricing (15 points), and Proposed Timeline (15 points). Systems with capacity larger than the 100 kW maximum will be evaluated only as alternatives. Prospective bidders should direct questions to procurement@bouldercounty.gov and review the county's submittal instructions and Americans with Disabilities Act and Equal Opportunity notices.
