About this opportunity
The Broward Sheriff's Office is soliciting sealed bids for bottled water services across Broward County facilities, with bids due August 3, 2026 through the Bonfire platform only; email, fax, and alternative submission methods will not be accepted.
The scope encompasses bottled water delivery to multiple BSO locations spanning districts, administrative offices, specialized units, detention facilities, fire rescue stations, and support departments throughout Broward County, including the Main Jail at 555 SE 1st Avenue in Fort Lauderdale. Quantities listed are estimates of annual usage and do not constitute a volume commitment; actual purchases depend on funding availability.
Bidders must submit a questionnaire that requires company profile information (legal name, Federal ID, address, authorized officer details), disclosure of any contracts cancelled or not renewed within five years, declaration of potential conflicts of interest involving BSO employees or family members, proof of Broward County Occupational Licensing and Florida business authorization, and disclosure of litigation, bankruptcy, judgments, settlements, debarments, or suspensions within three years. Bidders must indicate status as Broward County certified County Business Enterprises (CBE) or Small Business Enterprises (SBE) if applicable. Vendors must express willingness to extend offers to other Florida Sheriff's Offices, Police Departments, and governmental agencies. Payment will be made within thirty days of invoice receipt.
Required compliance certifications include criminal conviction affidavits for officers, owners, partners, and employees; confidentiality agreement; drug-free workplace certification; E-Verify employment verification; Foreign Country of Concern attestation; anti-human trafficking certification; proof of insurance; non-collusion certificate; scrutinized company certificate; and W-9 tax form. The awarded bidder must maintain workers' compensation, commercial general liability ($1 million minimum per occurrence), and business automobile liability ($1 million minimum) insurance naming BSO and Broward County as additional insureds.
The contract requires pricing equal to or lower than the most favored customer pricing for similar quantities and terms. BSO retains the right to negotiate price reductions, issue purchase orders or blanket orders as needed, extend services to other departments without additional solicitation, and procure similar goods from other vendors. Termination may occur for convenience with thirty days' notice, for cause with thirty days' cure period, for lack of funds, or immediately for public records violations, insolvency, bankruptcy, nondiscrimination violations, or failure to maintain required insurance. The contract is governed by Florida law and subject to exclusive jurisdiction in the 17th Judicial Circuit in Broward County.
