The Oregon Department of Transportation is soliciting bids through OregonBuys for the Boone Bridge Northbound Joint Replacement on Interstate 5 over the Willamette River at milepost 283.11 in Clackamas County, with bids due November 10, 2026. Bidders must hold a Oregon Construction Contractors Board license and a Public Works bond before commencing work. Scope includes temporary and permanent bridge joints, premixed polymer concrete overlay, pavement markings, temporary work access and containment, pressure washing, removal of the temporary work access platform at existing pier 1, and additional incidental work. The bid form contains 20 unit-priced line items, and payment is based on actual measured quantities, with ODOT reserving the right to add or delete items. The contractor must assume all existing coatings contain lead, chromium, and cadmium and must implement a job-specific written compliance program. Lane closures are limited to single-lane nightly closures from 8:00 p.m. to 5:00 a.m., two-lane closures from 9:00 p.m. to 5:00 a.m., and three-lane closures from 10:00 p.m. to 5:00 a.m., with full road closures not exceeding two hours permitted for joint repair work.
The project is estimated at $2.0 million to $2.5 million for bonding purposes and is funded with state funds. Bid security equals 10% of the total bid. The apparent successful bidder must provide performance and payment bonds each equal to 100% of the contract amount, along with insurance of $2,000,000 per occurrence and $5,000,000 aggregate general liability and $1,000,000 combined single limit auto liability. ODOT withholds 5% retainage. Liquidated damages are $1,707.00 per calendar day beyond the substantial completion date of September 1, 2027, with final completion due September 15, 2027, and $2,000.00 per 15-minute interval per lane for unauthorized lane closures. Prevailing wage rates follow BOLI Region 2 for Clackamas County, effective October 5, 2026.
Award goes to the responsible bidder submitting the lowest responsive bid. Bids are opened publicly immediately after the closing time. The solicitation was posted October 21, 2026.
