About this opportunity

Gwinnett County, Georgia is requesting sealed bids for armored courier services on an annual contract with four optional one-year renewals, with bids due October 26, 2026 at 2:50 P.M. local time and public opening at 3:00 P.M. via virtual conference.

The scope encompasses deposit pickup from 39 county locations and delivery to designated financial institutions (Wells Fargo Bank N.A. with a 3:00 P.M. cutoff and Renasant Bank with a 2:00 P.M. cutoff), change fund delivery services, full deposit insurance, and maintenance of online case management and reporting portals. Current average monthly deposit volume totals approximately $8.5 million. Service requirements include pickup completion within established windows and next-business-day delivery. The bid schedule divides into Section A (seven secured facilities requiring firearms to be locked before entry) and Section B (23 non-secured facilities where armed personnel may remain on-site). Bidders may be awarded by section, overall low, or split awards at the County's discretion.

The contract commences January 1, 2027, or upon Board of Commissioners approval, with the current incumbent Brinks, Inc. expiring December 31, 2026. Pricing must remain firm for the initial contract term; vendors must specify percentage increases or decreases for each of the four renewal options.

Bids must be submitted in duplicate on the County's fee schedule with a comprehensive questionnaire addressing company experience, customer service capabilities, account management, contingency planning, and operational procedures. Bidders must provide three references from similar government contracts, current insurance certificates (minimum $1 million Commercial General Liability and $1 million Automobile Liability), completed Code of Ethics and E-Verify affidavits, and a non-collusion certification.

Questions are due October 12, 2026, directed to Blake Christopher, Purchasing Associate II, at Blake.Christopher@GwinnettCounty.com or 770-822-8820. The County reserves the right to negotiate with the lowest responsive and responsible vendor, reject any or all bids, and add or delete pickup locations during the contract term at mutually agreeable rates. Award notification will be posted on www.gwinnettcounty.com following Board approval.
