About this opportunity

The Clark County School District in Nevada is soliciting proposals for the adoption of Biology and Honors Biology textbooks and instructional materials aligned with Nevada Academic Content Standards and Next Generation Science Standards for high school students. The procurement is restricted to publishers whose materials have been adopted by the State of Nevada. Vendors must submit proposals electronically through Bonfire at https://ccsd.bonfirehub.com with one hard copy submission by May 28, 2026 at 1:00 p.m. Pacific Standard Time; questions from prospective bidders must be submitted by May 8, 2026 with answers available by May 15, 2026. The one-year honors-level course integrates science and engineering practices, crosscutting concepts, and core biological ideas including structures and function, matter and energy in organisms and ecosystems, interdependent relationships in ecosystems, inheritance and variation of traits, natural selection and evolution, and engineering design, with demonstrations and laboratory experiences incorporating proper safety techniques as essential components. Bidders must provide ten copies each of student editions and teacher editions per title delivered to the District's Science Department by May 28, 2026, complete a comprehensive Appendix A publisher information form with multiple contact details, respond to a mandatory questionnaire addressing training and professional development offerings, alignment with Smarter Balanced Assessment systems, and availability of modified versions for students with cognitive disabilities and Spanish-language dual-language programs, and provide up to four customer district references demonstrating prior experience with large urban districts or states. The District's Textbook Review Committee will evaluate submissions based on price, conformity to specifications, financial ability, previous performance, facilities and equipment, experience, delivery promise, terms of payment, and other objective and accountable factors, with supplier recommendation estimated for July 30, 2026 and contract award notification to follow.

The resulting contract will be a seven-year Textbook Price Agreement (TPA) from July 1, 2026 through June 30, 2033, guaranteeing pricing and availability throughout the adoption period. Pricing must be submitted on an F.O.B. Destination basis with shipping charges included in unit prices; the District applies a Most Favored Nation Clause requiring that all offered prices represent the lowest charged anywhere in the continental United States, and publishers must immediately disclose and adjust pricing if lower rates become available during the contract term. The agreement requires a 1:25 gratis teacher material ratio (one teacher's edition and resource package provided at no cost for every 25 textbooks ordered), delivery within 30 calendar days of purchase order receipt with a 1% daily penalty for delays (not to exceed the undelivered order amount), and provision of recurring consumable supplemental materials at no cost throughout the adoption period; after the fourth year, publishers may request a one-time price increase subject to District negotiation. All suppliers must comply with extensive federal, state, and local requirements including 2 CFR 200 certifications, protection of student data under FERPA and PPRA with cyber liability insurance of ten million minimum per occurrence, maintenance of commercial general liability and professional liability insurance of ten million minimum per occurrence each, and data destruction or return within fourteen calendar days of District request using NIST guidelines. The RFP does not specify total contract value or budget ranges; however, vendors must register in SAP Business Network, complete the Supplier Application/Update Form, provide direct deposit authorization information, designate authorized business contacts, complete a public disclosure form addressing potential conflicts of interest, and submit responses that remain firm for a minimum of 120 calendar days to allow adequate District evaluation time.
