About this opportunity

The City of Albany, on behalf of Dougherty County, is seeking bids for a comprehensive filter maintenance service contract (Bid Ref. #26-004R) covering multiple county-owned properties. The procurement is an Invitation to Bid (ITB) for preventive filter maintenance across various government facilities, including buildings, libraries, health facilities, and fire stations. Contractors will be responsible for replacing filters at over 20 locations with service frequencies ranging from 30 to 90 days, depending on specific site requirements. The contract is structured as a one-year firm price agreement with three optional one-year renewal terms, in accordance with Georgia Law O.C.G.A. 36-60-13. Key deliverables include providing filters, labeling, detailed service documentation, proper installation, and complete cleanup after maintenance. A pre-bid conference is scheduled for August 25, 2025, at 10:00 A.M., with final bids due on September 15, 2025, at 2:30 P.M. at the Procurement Division in Albany. Bidders must demonstrate relevant experience, provide comprehensive documentation, and comply with specified insurance and service requirements.

The solicitation encourages participation from small businesses and requires bidders to submit detailed corporate documentation, including corporate seals, certificates of incorporation, and a list of corporate principals. Contractors must comply with the Georgia Security and Immigration Compliance Act and maintain specific insurance coverage. While no explicit set-aside designations are mentioned, the bid appears to be open to qualified vendors who can meet the technical and administrative requirements. The total annual filter replacement volume is substantial, covering various filter sizes and types across county facilities. Although a specific budget range is not disclosed, the extensive scope suggests a significant annual contract value. The county reserves the right to reject any bid and will invoice each building separately, with potential financial penalties for incomplete or improperly executed filter maintenance services. Successful bidders must demonstrate robust service capabilities, meticulous record-keeping, and the ability to consistently meet the county's stringent maintenance standards.
