About this opportunity
Clackamas County, on behalf of Water Environment Services, is requesting sealed bids for refurbishment of the Tri-City Water Resource Recovery Facility aeration basins under BID 2026-78, with bids due November 10, 2026 at 2:00 PM Pacific Time and a mandatory pre-bid conference on October 21, 2026 at 1:00 PM at the facility (15941 S Agnes Ave, Oregon City, OR 97045). Prevailing wage requirements apply under Oregon Revised Statutes 279C.800–279C.870. Clackamas County encourages bids from Minority, Women, and Emerging Small Businesses (M/W/ESB), with Good Faith Effort requirements mandating prime contractors contact at least three M/W/ESB subcontractors for each subcontracted division; Forms 1 and 2 documenting Good Faith Effort are due within two hours of bid closing, and Form 3 at final payment.
The scope encompasses refurbishment of four conventional activated-sludge aeration basins serving secondary wastewater treatment, including basin cleaning and structural repairs; replacement of 16 zonal air flow control assemblies with stainless steel low-pressure air piping and automated valves; replacement of diffuser membrane heads in three basins; modifications to high-pressure air piping; replacement of automated and manual valves; installation of four access hatches; and upgrades to the SCADA system. Work occurs during summer shut-down seasons spanning two phases: Aeration Basins 1 and 2 substantially complete by September 30, 2027; Aeration Basins 3 and 4 by September 30, 2028. The contractor must maintain continuous operation of existing wastewater treatment facilities, keeping all basins in service October 1–May 31, limiting basin outages to June 1–September 30, keeping a maximum of two basins offline simultaneously, restricting air flow interruptions to 30 minutes, and limiting manual blower operation to 8 hours per day during owner operations personnel presence.
The engineer's estimate is $3.7 million. The contract must be completed within 700 days from commencement. Liquidated damages are $2,290 per day for missed Substantial Completion or milestone dates. All bidders must be registered with the Oregon Construction Contractors Board and disclose their CCB registration number; failure results in bid rejection. Bid security of 10% of the total bid amount is required; the successful bidder must furnish 100% performance and 100% payment bonds within twenty calendar days of contract acceptance. Sealed bids are accepted only through Bid Locker at https://bidlocker.us/a/clackamascounty/BidLocker. Prime bidders arriving more than ten minutes late or after the discussion portion will not be permitted to submit a bid. Final drawings and specifications are available on OregonBuys (Document No. S-C01010-00018145).
