About this file

This document is a Final Specifications file for Clackamas Water Environment Services (WES) in Oregon City, Oregon, detailing contract documents for the construction of Tri-City Water Resource Recovery Facility (WRRF) Aeration Basin Improvements, Project No. 700224304. The project involves comprehensive modifications and improvements to existing aeration basin facilities conducted over two summer shut-down seasons, with Phase 1 (Aeration Basins 1 and 2) scheduled for substantial completion by September 30, 2027, and Phase 2 (Aeration Basins 3 and 4) by September 30, 2028. The scope of work includes cleaning aeration basins and channels; reconfiguring and replacing air lift piping (ALP) and high-pressure air piping (AHP) systems; replacing flow control valves, pneumatic actuators, and manual isolation butterfly valves across all four basins; refurbishing basin influent slide gates and effluent channel gates; installing new dissolved oxygen probes and thermal mass flow transmitters; demolishing two polymer tanks; installing new control panels and remote I/O panels; and performing comprehensive concrete repairs including crack sealing, joint resealing, and structural rehabilitation. The contractor must maintain continuous operation of the existing wastewater treatment facilities throughout construction, with maximum outage periods strictly limited: all aeration basins must remain in service from October 1 to May 31 annually, work requiring basin outages must occur between June 1 and September 30, a maximum of two basins may be offline simultaneously, air flow interruptions cannot exceed 30 minutes, and manual blower operation cannot exceed 8 hours per day during Owner operations personnel presence.

The specifications establish stringent sequencing constraints and coordination requirements to minimize disruption to plant operations and ensure compliance with NPDES permit requirements, including detailed facility operations procedures, removal from service protocols requiring minimum two-week advance written notice with documented plans, and phased commissioning aligned with Functional Testing requirements divided into two parts per phase. Contractor responsibilities include providing temporary pumps and services to transfer mixed liquor within 8-hour periods, erosion control measures, site staging and security, temporary power plans, and pre-construction videotape surveys and documentation of existing conditions. The contract requires electronic submittal of all documents through an Owner-provided electronic document management system (EDMS) similar to Procore, with submittals subject to 30-day review periods and formatted as PDF files with electronic bookmarking for documents exceeding 10 pages. Engineer programming of Process Instrumentation and Control Subsystem (PICS) software is anticipated with a minimum 60-day allowance prior to PLC installation, and the contract includes provisions for phased facility integration and performance testing, with participation in multiple scheduled meetings including preconstruction conferences, weekly progress meetings, quality control meetings, PICS coordination meetings, and facility startup meetings beginning two months prior to equipment startup.
